According to the bulletin of the National Center for Hydro-Meteorological Forecasting, this morning, storm No. 11 entered the mainland of Guangxi province - China (near the Vietnam - China border area) and weakened into a tropical depression. However, according to the forecast, storm No. 11's circulation will cause heavy rain and possibly thunderstorms on October 6 and 7, 2025: In the mountainous and midland areas of the North, rainfall will generally be 100-200mm, locally with very heavy rain up to over 300mm (especially at risk of heavy rain over 150mm in 3 hours); in the Northern Delta and Thanh Hoa , there will be moderate to heavy rain with rainfall generally 50-150mm, locally with very heavy rain over 200mm.
This is a heavy rain right after the recent days of prolonged heavy rain due to the influence of storm No. 10, many places have saturated soil, rivers, lakes and dams are full of water, there is a very high risk of continued major floods on small rivers and streams and upstream, flash floods, landslides in mountainous areas and midlands of the North, North Central, inundation in urban areas and low-lying areas.
To ensure the safety of people's lives and limit property damage, the Prime Minister requests Ministers and Chairmen of People's Committees of provinces and cities in the Northern region and Thanh Hoa not to be negligent or subjective, continue to strictly implement the direction of the Politburo and Official Dispatch No. 186/CD-TTg dated October 4, 2025 of the Prime Minister on responding to storm No. 11, focus on directing close monitoring, regularly and continuously updating developments of the situation, promptly, effectively and synchronously deploying measures to prevent, combat and respond to rain, floods, flash floods, landslides according to their functions, tasks and authority; promptly report to competent authorities for direction and handling of issues beyond their authority.
Carefully check each residential area and each roof, promptly support people to evacuate from dangerous areas.
Chairmen of People's Committees of provinces and cities, especially provinces in the midland and mountainous regions, direct and mobilize forces (disaster prevention and control forces at the grassroots level, police, army, functional forces, militia, youth, etc.) to synchronously and resolutely deploy measures to ensure safety of people's lives and limit property damage caused by flash floods, landslides, including:
Based on the actual situation and forecast of local floods, the directive may consider allowing students to study online instead of going to school if necessary to ensure student safety above all else.
Carefully check each residential area and each roof, promptly detect and proactively support households to evacuate from dangerous areas at risk of landslides, flash floods, and deep flooding during heavy rains.
By all means, promptly inform people about the flood situation in the area; propagate, guide and advise people to proactively limit travel and activities during floods; control and limit people and vehicles traveling on roads at risk of being unsafe during floods; arrange forces to strictly control, guide and support traffic through overflow tunnels and deeply flooded road sections.
Ensure the safety of dikes and dams, do not let flood pile up on flood
The Prime Minister also assigned the Chairmen of the People's Committees of provinces and cities to proactively monitor closely, operate and regulate to ensure the safety of dams and reservoirs, to prevent floods from overlapping floods or due to subjective factors; to deploy measures to ensure the safety of dikes; to promptly mobilize forces and means to prevent, combat and overcome incidents as soon as they occur.

Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment and relevant ministries and branches proactively direct and mobilize military forces, police, and functional agencies to promptly coordinate and support localities and people in implementing flood prevention, response, search and rescue, and overcoming the consequences of natural disasters as quickly as possible.
The Minister of Agriculture and Environment directs to closely monitor developments, forecast, warn, and provide regular, timely, and most accurate information on the situation of rain, floods, flash floods, and landslides; proactively directs the implementation of response work to rain, floods, flash floods, and landslides, ensuring the safety of dykes, dams, and agricultural production according to authority, and reports to the Prime Minister on issues beyond authority.
Urgently overcome the consequences of floods as soon as possible
Ministries, branches and localities, according to their functions, tasks and authority, proactively continue to coordinate and support localities in drastically, urgently, promptly and effectively implementing measures to prevent, combat and respond to floods and storms, and promptly overcome the consequences of floods as quickly as possible according to regulations.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing relevant ministries, branches and localities to closely direct forecasting and promptly deploy work to prevent, respond to and overcome the consequences of floods after the storm.
Ministries, branches and localities report to the Prime Minister on the situation and results of flood prevention, response and overcoming before 3:00 p.m. every day.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
