Determination from the first days of implementing the Project to upgrade and expand Provincial Road 391

With the spirit of 'concentrating from the very beginning', contractors of the Provincial Road 391 Upgrade and Expansion Project have deployed many parallel construction projects.

Urgent construction

One morning in early October, at the construction site of the project to upgrade and expand provincial road 391 through Dai Son commune, the sounds of excavators, bulldozers, road rollers and trucks carrying materials were bustling. Groups of workers were busy installing longitudinal culverts, driving bamboo piles, digging foundations, and the working atmosphere was urgent.

Construction site commander Nguyen Van Manh said that the contractors are currently mobilizing nearly 20 machines and equipment along with about 20 officers, engineers, and workers, organized into 4 construction teams, including 2 foundation teams and 2 culvert construction teams. Because the road is both being exploited and constructed, the unit is implementing the "rolling" plan, working neatly as it goes, while ensuring traffic safety, not affecting people's travel. "Recently, due to heavy rain and big storms, the progress has been affected. We are focusing on increasing the construction teams, and when the weather is favorable, we will compensate for the volume to ensure the project's progress," Mr. Manh affirmed.

Package No. 26 of the Project to upgrade and expand Provincial Road 391 (section km6+641 - km14+800 and section km21+280 - km24+500) has a total value of more than 549.6 billion VND, and was started on September 10. Currently, the consortium of contractors led by Thinh Vuong TVT Joint Stock Company, along with members of MK Infrastructure Investment Joint Stock Company and Thu Do Construction and Equipment Joint Stock Company, is focusing on implementing the excavation and construction of the longitudinal sewer system with urgent determination right from the beginning.

The route is under construction and exploitation at the same time, so the construction unit focuses on ensuring traffic safety, not affecting people's travel.

Meet travel needs, promote regional development

The project to upgrade and expand provincial road 391 from Hai Duong city (old) to the East-West axis road has a total length of nearly 13.9 km, invested by the West Hai Phong Construction Investment Project Management Board. Section 1, from km 6 + 641.62 (intersection of provincial road 391 with belt road 1, Tan Hung ward) to Mac intersection (Tu Ky commune), is about 8.38 km long. Section 2, from km 15 to km 17 + 250.83 (Tu Ky commune), is about 2.25 km long. Section 3, from km 21 + 280 (Chi Minh commune) to km 24 + 500 (intersection of East-West axis road, Lac Phuong commune), is about 3.24 km long.

Regarding the investment scale, sections 1 and 3 are renovated and upgraded to the standards of level 3 plain roads, with a 17.5 m wide roadbed, 15.5 m road surface, and a design speed of 80 km/h. Section 2 is newly built, with a 21 m wide roadbed, 12 m road surface, 7 m left shoulder, 2 m right shoulder, and a design speed of 60 km/h. The entire road surface is paved with high-grade A1 asphalt concrete.

Within the project, there are two bridge items invested in construction. That is Dai Dong bridge (at km 9 + 720.69): build a new bridge unit, arranged on the left, 1 m away from the existing bridge, the bridge is 41.6 m long, 12 m wide. Hanoi - Hai Phong expressway overpass: build a new bridge unit, arranged on the left, 1 m away from the existing overpass. The bridge is 219.05 m long, 12 m wide. Both bridges have a permanent bridge structure made of reinforced concrete and prestressed reinforced concrete.

Mr. Nguyen Ngoc Vinh in Dai Son commune said that every day he goes to work on Provincial Road 391 with heavy traffic density, especially during rush hour when many students and workers travel, posing a potential risk of unsafety. Along the route, there are many schools and businesses, so the traffic pressure is even greater. "The project to renovate and expand Provincial Road 391 with the road surface doubled in width compared to before will create more favorable conditions for people to travel, ensuring traffic safety," Mr. Vinh shared.

The investment in upgrading and expanding Provincial Road 391 from the old Hai Duong City Beltway 1 to the East-West axis after completion will contribute to improving the efficiency of route exploitation, ensuring traffic safety and meeting the increasing traffic demand on the route; creating a driving force for socio-economic development where the route passes through and the West Hai Phong area. When completed, the project will connect with key traffic infrastructure projects that have been and are being deployed, forming a synchronous network. As an important traffic route connecting National Highway 5 and National Highway 10, the expanded Provincial Road 391 contributes to expanding inter-regional development space.
