The Ministry of Education and Training recently sent a dispatch to the Ministry of Home Affairs regarding the arrangement of public service units. One of the contents of the dispatch is to recommend the Central Steering Committee on the summary of Resolution No. 18-NQ/TW to reconsider the requirement that a province only has 3 vocational schools.

According to the Ministry of Education and Training, the orientation in Official Dispatch No. 59-CV/BCĐ dated September 12 of the Central Steering Committee stated the orientation to arrange schools in the direction of streamlining, reducing focal points, and improving the quality of activities with vocational training institutions.
Specifically, merging vocational education centers and continuing education centers into vocational high schools equivalent to high schools; each province or city has a maximum of 3 vocational schools (not including schools that are self-sufficient in regular expenses or more).
Regarding the orientation of "no more than 3 vocational schools in each province and city", the Ministry of Education and Training said that the current law does not have the concept of vocational schools, but only stipulates colleges and intermediate schools. The streamlining of public colleges and intermediate schools is necessary to restructure and improve training quality, but it is necessary to clarify that this is an orientation for public schools.
In particular, the Steering Committee needs to consider the specific characteristics of localities with large labor force and a large number of affiliated colleges and intermediate schools. For example, Hanoi has 54 schools, Ho Chi Minh City has 62 schools, Hai Phong has 19 schools, Ninh Binh has 28 schools, Phu Tho has 21 schools, etc.
The Ministry of Education and Training also recommended that the arrangement should be carried out with both autonomous and non-autonomous schools, aiming at the quality and efficiency of the vocational education system.
Regarding the request to establish vocational high schools, the Ministry of Education and Training said that there is currently no legal basis for implementation, because the "vocational high school" model is only a proposal in the draft revised Law on Vocational Education, expected to be submitted to the National Assembly at the 10th session.
Therefore, the Ministry proposed that the Steering Committee direct the review and streamlining of vocational education and continuing education centers according to inter-ward and communal areas. Whether or not to organize these centers into "vocational high schools" will be implemented after the law is passed.
