At the regular September Government press conference this afternoon (October 5), Deputy Minister of Finance Nguyen Duc Chi said that immediately after the Government issued Resolution 05, the Ministry issued a detailed plan, focusing on developing specific regulations to pilot the crypto asset trading market.
Accordingly, the Ministry of Finance has assigned units to draft tax, fee and charge policies for crypto asset transactions; at the same time, develop accounting regulations applicable to businesses and related entities.
In particular, the Ministry is developing a coordination regulation with the Ministry of Public Security and the State Bank to serve the process of reviewing, licensing and approving activities in this field.

Regarding the number of businesses proposing to participate, the Deputy Minister of Finance said that no businesses have submitted official proposals yet. However, the Ministry has received information about a number of businesses that are implementing and preparing for this activity, including registering business lines and participating in the crypto-asset market.
These enterprises have worked at the technical level with officials of the Ministry of Finance to discuss information technology, business processes, financial capacity, etc. The Ministry has also provided all necessary information to the enterprises.
Regarding the specific number, Mr. Chi expressed his hope that many businesses would be interested, but a maximum of 5 businesses would only be licensed according to the pilot regulations.
He said relevant parties are making efforts to deploy as quickly as possible to soon have the first businesses licensed and operating in this field in the market.
"I hope this will come sooner than 2026. However, this depends on whether businesses can prepare the conditions to meet the requirements or not. Hopefully, with close coordination between businesses and functional units of the Ministry of Finance, we will speed up this progress," the leader of the Ministry of Finance emphasized.
