The Directive sets out many important goals in areas such as Posts, Telecommunications, National Digital Transformation, Network Information Security, Digital Economy - Digital Society, and Digital Human Resource Development.
In the Postal sector , the Ministry focuses on implementing the amendment of the Postal Law, promoting the digital transformation program in providing public postal services and improving the quality of postal services, striving to achieve group 8 ranking in the Universal Postal Union (UPU). Regarding Telecommunications, the Ministry aims to expand 5G coverage, aiming to reach 50% of 4G stations, deploy the IPv6 program for state agencies (IPv6 For Gov 2021-2025) and prepare for IPv6-only in the period 2026-2030. Telecommunications infrastructure will be modernized to serve the 14th National Party Congress.
National digital transformation is one of the focuses with plans to perfect financial mechanisms, invest in digital transformation, guide and supervise IT application activities in ministries, branches and localities. The Ministry also focuses on in-depth training on architecture, data, and network security. In the field of network information security, the Ministry will build a legal corridor on basic information security, develop a network trust ecosystem, and at the same time deploy a campaign to raise awareness of network information security for the people.
The digital economy and digital society will stimulate digital consumption, measure the digital economy by industry and locality, and promote the role of technology enterprises leading in digital transformation. Regarding digital human resource development, the Ministry aims to build a multi-professional training platform, apply digital technology , organize vocational training in association with major schools, prioritizing the fields of IT and telecommunications.
In the field of press and media , the Ministry of Information and Communications will complete the Press Law, issue a press network plan until 2050, and invest in AI and Big Data in content production and distribution. The Ministry will also develop a "Make in Vietnam" data platform on press reader behavior.
The Ministry of Information and Communications assigned the Department of Personnel Organization to preside over, urge and inspect the implementation of the emulation movement. Units under the Ministry will develop specific action plans, organize evaluation and reward, and honor typical examples. The Directive affirms the commitment to achieve the highest achievements in 2025, step by step promoting digital transformation, economic, cultural and social development, making an important contribution to the country's development./.
