Stabilize people's lives in times of emergency
Mr. Ban Van Khan, Dao ethnic group, Lang Ngoa village, Yen Phu commune, is still in a state of panic because his whole family was very lucky to have survived. According to Mr. Khan, the flash flood on the night of September 12 and early morning of September 13 caused half of Nac Con hill to collapse, causing half of the house to collapse. Luckily, that day, realizing that the rain was too heavy and fearing for the lives of his relatives, he moved his wife and children to a relative's house and escaped. Then on September 29 and 30, the flood from storm No. 10 continued to hit the ground, and now there is almost no trace of the house left. Mr. Khan emotionally said: "There is no house left, but the family was brought to the cultural house to live, everyone is fine, far away from the dangerous area, I am so happy! Thank you to the commune officials, thank you to the police, military , thank you to the villagers for taking care of my family in the past days."
Comrade Trinh Quoc Sang, Chairman of Yen Phu Commune People's Committee, said: Among the 14 households living near Nac Con mountain affected by landslides, Mr. Khan's family suffered the most damage. To ensure the safety of the households, the commune mobilized forces to evacuate all households to the village cultural house, supporting essential necessities such as rice, instant noodles, drinking water to help the families temporarily stabilize their lives in the shelter.
In the same situation as Mr. Khan's family, Mr. Nguyen Tien Tien and Mr. Nguyen Van Tuan's families in Pac Cap village, Bac Me commune also lost their homes completely. Mr. Nguyen Van Tuan said: "The floodwaters swept away our house and we were so sad! But fortunately, during the most difficult time, the government and the villagers joined hands to help. The whole family was given temporary accommodation, and the commune leaders were very concerned and asked about us regularly.
According to comrade Ly Hai Vinh, Chairman of the People's Committee of Bac Me commune, the recent historic storm and flood damaged 124 houses of households in the commune, including 2 houses completely collapsed ; 6 houses were urgently evacuated and 116 households suffered roof damage and flooding. To protect the safety of people's lives, all affected households and those whose houses were damaged were moved to village cultural houses, kindergartens and primary schools in the area. The water has receded and the commune has allowed the households to clean up. As for households whose houses are cracked and at risk of sliding into the river, the commune is determined not to allow them to return, to avoid unfortunate incidents. The Chairman of the People's Committee of Bac Me commune affirmed: Along with arranging temporary accommodation for people whose houses were affected by natural disasters, the commune is making efforts to find land to build resettlement houses for the people.
Quickly stabilize housing for households that lost their homes
According to the report of the Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, the historic flood caused by the circulation of storm No. 10 has affected, damaged and suffered losses to over 22,600 houses, of which 42 houses were completely damaged; nearly 900 houses suffered 30-70% damage; over 300 houses are likely to be lost due to the risk of landslides, landslides into rivers and streams. This is the largest number of natural disaster losses in history.
Comrade Pham Manh Duyet, Director of the Department of Agriculture and Environment - Member of the Provincial Civil Defense Command and also the agency assigned to arrange and stabilize the population in vulnerable areas, affirmed: In the short term, households that no longer have houses due to floods have been arranged temporary accommodation. In the long term, the Department has reported to the province and worked with communes to propagate and mobilize people in the community and clans to promote the spirit of "Mutual love", "The healthy leaves cover the torn leaves, the less torn leaves cover the more torn leaves" to transfer residential land. For households that cannot be arranged residential land, the industry will advise the province to include them in the residential arrangement in the form of interlacing or concentrating depending on the conditions of each locality, ensuring that all households soon have housing and quickly stabilize their lives.
In addition to providing accommodation for households, the province has also used the reserve budget to support rice for households that suffered heavy damage, ensuring that no household goes without food or housing.
