Vice Chairman of the Provincial People's Committee Hoang Phu Hien inspected the renovation progress of old apartment buildings in Thanh Vinh ward.

On October 8, comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of Nghe An Provincial People's Committee and the working delegation inspected the field and worked with relevant units to promote the progress of renovation and reconstruction of old apartment buildings in Thanh Vinh ward.

17 old apartment buildings have been demolished, renovated and resettled.

According to the report of the Department of Construction, the whole province currently has 23 old apartment buildings put into use in the period 1976 - 1982, mainly concentrated in Thanh Vinh ward. Up to now, 17 buildings have been demolished, renovated, and resettled; the remaining 6 buildings have not been renovated or demolished.

The old apartment buildings are distributed in 4 main areas, including Area A, Area B, Area C on the east side of Quang Trung Street, and Area D2 (Area D) on the west side. Of which, 20 houses in the three areas A, B, C have been sold to residents with a total of 1,262 apartments.

Area A is invested by Quang Trung Petroleum Urban Investment Joint Stock Company, the project has a scale of more than 34,000 m², including 7 apartment buildings from 15-19 floors and 58 townhouses. 4 buildings have been completed and put into use, of which building CT1B is under construction up to the 12th floor, and two buildings CT3B and CT4A are in the basement construction phase. Along with that, 63/78 townhouses have been completed. Currently, all 332 households have been resettled.

For Area B, Vingroup is the investor of the project with a scale of more than 37,000 m². The project includes a 35-storey commercial building, a 21-storey resettlement building and 61 low-rise houses. All resettlement work has been completed, the low-rise houses and resettlement buildings have been handed over to the residents. The commercial center - hotel is expected to operate in December 2025.

Area C, invested by Hanoi Housing Investment and Development Joint Stock Company No. 30, is the largest project with a total area of ​​72,240 m², expected to serve a population of about 6,800 people. The project includes 8 22-storey apartment buildings, 64 townhouses and commercial and service buildings.

Up to now, 3 old apartment buildings (C7, C8, C9) have been demolished and resettled for 149 households; 1 commercial building has been handed over; 2 resettlement buildings are under construction, of which CT3A has reached the 17th floor, CT3B is under basement construction. 12/64 townhouses have been completed and the project's basic infrastructure has been completely built within the cleared area.

Speed ​​up site clearance progress for C2-C6 area

There are still 5 old apartment buildings in area C (including C2, C3, C4, C5 and C6) that have seriously degraded. During the inspection, the provincial leaders requested the project investor to quickly speed up the construction progress, focus resources to prioritize the construction of new resettlement buildings, and ensure the early relocation of people from dangerous constructions.

To ensure safety for residents and speed up the renovation of old apartment buildings, Vice Chairman of the Provincial People's Committee Hoang Phu Hien has directed relevant units to carry out a number of specific tasks.

For Quang Trung Apartment Area C, the Department of Construction will preside over and coordinate with departments, branches and investors to review the entire project progress. The focus is on completing resettlement housing items CT3A (140/257 units) and CT3B (240/263 units); A detailed report on the implementation status, completion milestones, difficulties, obstacles and proposed solutions must be sent to the Provincial People's Committee before October 30, 2025.

Regarding financial obligations, the Department of Agriculture and Environment will coordinate with the Department of Finance and the Tax Department to urgently determine the basis for completing the procedures for handing over and leasing the remaining land, to be completed in October 2025.

Thanh Vinh Ward People's Committee coordinates with the Provincial Land Fund Development Center and investors to speed up site clearance for areas C2-C6; organize resettlement lottery publicly, transparently, and in accordance with legal regulations.

Also during the rainy season, the old buildings (C2-C6) will be inspected for their current condition and assessed for safety risks. Thanh Vinh Ward People's Committee will coordinate with the Department of Construction to proactively propose solutions for covering, reinforcing or relocating if necessary.

The investor is required to make a specific plan, increase human resources and construction equipment; speed up the completion of CT3A and CT3B; complete the documents for adjusting progress, design, fire prevention and financial obligations. Construction progress and arising difficulties must be reported periodically every 2 months.

For apartment building D2, the Department of Construction shall preside over and coordinate with relevant departments, branches and the People's Committee of Thanh Vinh ward to complete the consultation on the sale of public property apartments in apartment building D2 to current tenants; develop and consult the Provincial People's Committee to approve the plan to renovate and rebuild apartment building D2 as a basis for selecting project investors.

Assign the Department of Agriculture and Environment to guide and direct the issuance of certificates of land use rights and house ownership rights for apartment building D2 to home buyers according to regulations.
