On September 18, the Ministry of Health sent an urgent document to the Chairman of the People's Committee of Dak Lak province regarding the inspection and verification of information related to the Central Highlands General Hospital.
According to the Ministry of Health , on September 17, 2025, the media reported: Although the Central Highlands General Hospital's laser lithotripsy machine has been broken since the end of 2023, it still provides lithotripsy services for patients.
The Ministry of Health assessed that the content of the incident reported was serious, with the risk of directly affecting the patient's health and causing people to lose confidence in the health sector, but had not been reported to the Ministry of Health.
The Ministry of Health requested the Chairman of the Dak Lak Provincial People's Committee to direct agencies and units to urgently implement the following contents: The Department of Health shall organize inspection and verification of the information mentioned by the press agency; request the Central Highlands General Hospital to review the process of purchasing, managing, and using medical equipment, and the technical process of lithotripsy; conditions for medical examination and treatment activities, the supply of drugs and medical equipment, and payment of medical examination and treatment costs under health insurance; the implementation of the reporting regime on medical examination and treatment and payment of medical examination and treatment costs under health insurance; review and clarify the responsibilities of relevant individuals and groups, and fully coordinate with the authorities during the investigation process.
The provincial Social Insurance reviews the contract signing work, inspects the implementation of health insurance medical examination and treatment contracts, appraisal, payment, and settlement of health insurance medical examination and treatment costs from 2023 to present with the Central Highlands General Hospital; reviews and clarifies the responsibilities of related individuals and groups and considers recovering health insurance medical examination and treatment costs that are not in accordance with regulations.
At the same time, direct the inspection and comprehensive review of medical examination and treatment facilities in the province; the procurement, supply, management, and use of medical equipment, drugs, and technical professional activities that may affect patient safety; the management of health insurance, and the implementation of corrective solutions to ensure compliance with legal regulations.
The Ministry of Health proposed to strictly handle violations in accordance with the law and direct solutions to ensure operating conditions of medical examination and treatment facilities to meet people's medical examination and treatment needs.
Publicize the results of the review, inspection and handling on mass media; promptly send a quick report to the Ministry of Health (Department of Medical Examination and Treatment Management; Department of Health Insurance and Department of Infrastructure and Medical Equipment) before 1:00 p.m. on September 19, 2025.

Specialist Doctor II Nay Phi La, Director of the Department of Health of Dak Lak province, said that since July 2025, the Department of Health has established Inspection Team No. 355 to assess the current status of professional activities at the Central Highlands General Hospital and the Work Plan at the Central Highlands General Hospital with 5 inspection contents, including the assessment of the current status of the hospital's Department of Nephrology and Urology.
The results of a quick check on July 22 at the Department of Nephrology and Urology noted a number of shortcomings: The management of medical equipment (laser lithotripsy machine) and medical supplies (JJ Sonde) is still inadequate (there is a difference between the number of JJ Sonde provided by the pharmacy department compared to the number of JJ Sonde actually used in the department; 255 cases of endoscopic lithotripsy were performed at the hospital during the period when the laser lithotripsy machine was broken and no longer in use.
Based on the explanatory report of the Central Highlands General Hospital, on August 6, the Dak Lak Department of Health held a meeting with the Central Highlands General Hospital on the content of the explanatory recommendations of Inspection Team No. 355.
The laser lithotripsy machine at the Central Highlands General Hospital was put into use in 2015. After a long period of use, by the end of 2023, the device showed signs of reduced capacity and was damaged in 2024.
During the time the machine was broken, the Department of Nephrology and Urology of the Central Highlands General Hospital still generated medical records of endoscopic lithotripsy services. Through review, the inspection team discovered 255 cases of patients using other techniques but the records recorded the use of endoscopic lithotripsy services.
Thanks to proactive and regular inspections at the Central Highlands General Hospital, the Department of Health discovered violations by staff of the Department of Nephrology and Urology of the Central Highlands General Hospital.
