The premise to bring Lao Cai into a new term as a developed province in the region

In the 2020 - 2025 term, with the solidarity and efforts of the entire political system, business community and people, the two provinces of Lao Cai and Yen Bai before the merger have achieved many outstanding results, creating a solid foundation for the new Lao Cai province to enter the new term with many expectations.

Recovering from the "flood" is one of the great efforts of Lao Cai province after storm No. 3 (YAGI) in the last year of the last term.

One year ago, in the early morning of September 10, 2024, after a loud explosion on Con Voi Mountain, a raging flood swept away millions of cubic meters of earth and rock, flattening 37 out of 39 houses in Lang Nu village, Phuc Khanh commune, Bao Yen district (Lao Cai), leaving behind a scene of devastation and irreparable loss.

Immediately after the disaster, with the strong direction of the Government , the participation of more than 650 officers and soldiers, millions of hearts from all over the country turned to Lang Nu. In particular, thanks to the companionship of the "Vietnamese Heart" Fund - Vietnam Television and philanthropists, the resettlement area with 40 traditional stilt houses, along with a spacious school and cultural house were quickly built, helping people to stabilize their lives soon. From the pain, the spirit of solidarity and the resilient will of the people motivated Lang Nu to strongly revive.

"People are closely attached to each other, all the households that have lost their lives are striving to develop their economy again. Putting aside the pain, but not forgetting it, because we are lucky to still be alive, so it is our responsibility to live for ourselves and for our deceased relatives," said Mr. Hoang Van Voi - a resident of Lang Nu village.

Eliminating temporary housing was a bright spot in Yen Bai and Lao Cai during the past term.

One of the particularly significant results of Lao Cai is the program to eliminate temporary and dilapidated houses for poor households and meritorious people, which has implemented more than 12,000 houses, completing 100% of the plan and finishing 6 months ahead of the Central Government's assignment. To achieve this result, the province has issued many resolutions, policies, projects, and specific plans; clearly assigning tasks to each collective and individual. In addition to the state's financial support, localities have also proactively mobilized more socialized resources, labor, materials, land, etc. from families, clans, and communities to implement.

Mr. Sung A Khoang, a Mong ethnic in Na Hau commune, Van Yen district, old Yen Bai, shared that having a solid house to live in has been his family's dream for many years and has now come true thanks to the attention of the State, local authorities, support from the community and philanthropists. His family has received an additional support of 70 million VND.

Recently, the People's Committee of Lao Cai province announced the Adjustment of the Master Plan for the construction of Lao Cai Border Gate Economic Zone until 2045.

In economic development, the average growth rate of gross domestic product in the past term reached 6.92%/year, higher than the national average. The economic scale reached more than 142.5 trillion VND (over 1.6 times higher than in 2020); average income per capita reached 47 million VND (an increase of over 17 million VND compared to 2020). The economic structure also shifted clearly in the right direction; reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry - construction and services.

Mr. Tran Thanh Chuong - Deputy Director of Lao Cai Department of Finance said that, entering the new term, with the province's goal of building Lao Cai province into a growth pole, a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region - China in the direction of "green, harmony, identity, happiness" associated with the goal of "Preserving borders, preserving people, preserving forests, preserving water, preserving the environment", the Department of Finance identified 5 directions and tasks to focus on.

"The Department urgently advises on building and perfecting the province's system of policies and regulations on investment and development management, especially policies on attracting investment and supporting private economic development. Continue to advise on maximizing the new development space and potential advantages of the province after the merger, focusing on completing the adjustment of the provincial planning, associated with promoting the development of economic and social infrastructure, especially transport infrastructure, digital infrastructure, economic zone infrastructure, industrial cluster infrastructure. Improve the quality of human resources, build an open, favorable and trustworthy investment and business environment...", Mr. Chuong said.

By 2030, the Happiness Index of Lao Cai people will reach 72%.

During the last term, Yen Bai province before the merger, now Lao Cai province, was also the first and only locality in the country to develop, implement and include the People's Happiness Index in the Party Congress Resolution. This is a creative approach, taking satisfaction and real quality of life in both material and spiritual aspects of the people as a measure. After 5 years of implementation, the results were very encouraging, the province's happiness index reached more than 68%. This reflects that the material and spiritual life, living environment, health care, education and social security of the people have all changed positively...

Particularly in the work of protecting and taking care of people's health, Mr. Hoang Quoc Huong - Director of Lao Cai Provincial Department of Health said that the number of doctors per 10,000 people has reached 12.8; the number of hospital beds per 10,000 people has reached 38.1; besides upgrading facilities, many new and advanced techniques have been deployed at medical facilities in the area, therefore, the average life expectancy of people to date has reached 72 years old.

"Although the Lao Cai province's health sector has faced many difficulties in recent years, the Provincial Party Committee, People's Council and People's Committee have promptly issued preferential policies, training support and attraction. Up to now, Lao Cai, from a province with the lowest rate of doctors in the country, has now reached the national average; over 60% of doctors have postgraduate training, including over 600 doctors with specialist I and Master's degrees, 87 specialist II doctors, 4 PhDs...", Mr. Hoang Quoc Huong informed.

After the merger, Lao Cai entered a new term with many expectations.

According to Mr. Hoang Giang - Standing Deputy Secretary of Lao Cai Provincial Party Committee, based on a comprehensive and objective assessment of the results, limitations, and lessons learned in implementing the Resolution of the Party Congresses at all levels for the 2020 - 2025 term; fully aware of, as well as forecasting the opportunities, advantages, difficulties and challenges after the merger; at the 1st Provincial Party Congress, term 2025 - 2030, which will take place on September 29 - 30, Lao Cai identified 5 key tasks and 3 breakthroughs to ensure the goal of sustainable development.

"First, Lao Cai has made a strong breakthrough in development mechanisms and policies to open up, liberate, and mobilize all resources to focus on prioritizing the development of four economic pillars. Second, it is a breakthrough in developing high-quality human resources, promoting the attraction and use of talents. Third, it is a breakthrough in investing in building a synchronous and modern socio-economic infrastructure with high connectivity...", said Mr. Hoang Giang.

The 2020 - 2025 term has recorded positive marks for the two provinces of Lao Cai and Yen Bai before the merger; creating an important foundation for Lao Cai province after the merger to enter a new term with many innovations, affirming its position as a developed province of the Northern Midlands and Mountains region.
