The Congress identified three breakthroughs: Innovation and improvement of the effectiveness of law-making and enforcement; concretization of regulations under local authority in the spirit of "locality decides, locality acts, locality takes responsibility".
The province focuses on building favorable policies to promote breakthroughs in science, technology, innovation, digital transformation and private economic development; developing production forces, models and production methods associated with the strong development of marine economy, digital economy, green economy, high-tech agriculture, renewable energy, trade - services, logistics, eco-tourism; promoting administrative reform, shortening investment procedures to the maximum, creating the most favorable conditions for people and businesses. The province develops quality human resources with qualifications and capacity to meet the requirements in the new period; building a team of cadres, especially key cadres at all levels, leaders with moral qualities, prestige, practical capacity, courage, daring to think, daring to do, daring to take responsibility, daring to make breakthroughs for the common good.
Ca Mau focuses on building infrastructure, prioritizing transport infrastructure, airports, seaports, irrigation, energy infrastructure; science and technology infrastructure, developing startup and innovation centers; promoting implementation and completion of infrastructure in economic zones, industrial parks and clusters; developing breakthrough projects on clean energy, renewable energy, agricultural processing industry, creating momentum for rapid, sustainable development and adaptation to climate change.
Many opinions presented at the Congress contributed to clarifying the achievements, shortcomings, limitations and causes, thereby proposing leadership and direction solutions that are close to the practical situation and suitable for the coming term.
Vice Chairman of Ca Mau Provincial People's Committee Le Van Su stated that to achieve the target of average economic growth of 10% or more in the period of 2025 - 2030, it requires feasible, breakthrough and drastic solutions; at the same time, he proposed a number of key solutions such as: Focusing on economic development according to four pillars; developing the private economy to become a driving force for development; developing science, technology, innovation and digital transformation; focusing on improving the quality of human resources.
With the solution of focusing on economic development according to 4 pillars, comrade Le Van Su proposed to promote investment in road and waterway traffic infrastructure to connect with the system of highways, airports, seaports to promote the development of Nam Can Economic Zone, industrial parks and clusters of the province; at the same time, connect smoothly with the traffic system of the provinces in the region to promote the role of the province's logistics center.
Comrade Nguyen Hoang Thoai, Chairman of the Farmers' Association of Ca Mau province, informed that at this Congress, the Farmers' Association determined to focus on a number of main orientations. That is, developing household economy associated with green, sustainable, low-emission trends, encouraging farmers to replicate the shrimp-rice rotation model, ecological aquaculture, organic agriculture, and circular models, considering this an inevitable direction to adapt to climate change and increase added value. The Association strengthens support for cooperatives to develop sustainable production and business plans, participate in the value chain, thereby improving the competitiveness of Ca Mau agricultural products.
Comrade Le Viet Xo, Chairman of Bac Lieu Ward People's Committee, said that the ward will be built into a center of culture - art, education - training, scientific research and trade - tourism of the province; which is widely agreed by the people. With 6 typical tourist attractions, 4 national-level relics, 11 provincial-level relics, including some outstanding destinations such as Cao Van Lau Theater, Don Ca Tai Tu Memorial Site and musician Cao Van Lau, Provincial Museum, Bac Lieu Prince's House, Thai Duong Clock... are the levers for the ward to make a breakthrough in the coming time. The ward is highly determined, ready and looks forward to receiving more attention, leadership and direction from the province, the cooperation and contribution of departments, branches, organizations, especially party members and the masses to make the above goal a success.
Regarding the Party building work, Comrade Truong Thi Phuc, Deputy Secretary of the Party Committee of the Provincial Party Agencies, said that it is necessary to have solutions to improve the quality of grassroots Party organizations and Party members. She proposed a group of solutions to improve the leadership capacity and fighting strength of grassroots Party organizations, build a truly pioneering and exemplary Party member team; innovate the work of developing Party members; improve the effectiveness of inspection, supervision and Party discipline work... The Party Committee of the Provincial Party Agencies is committed to turning awareness into concrete actions. Each Party member and cadre will strive to study, gain experience, train themselves, improve their mettle and intelligence, boldly think, propose and act with a spirit of innovation and the highest dedication. Each Party cell constantly innovates its leadership methods, improves its leadership capacity and fighting strength, and is determined to build a truly clean and strong Party organization to meet the requirements of the new term.
The 1st Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030 discussed and voted to pass the Resolution with a number of targets such as: Average growth rate of gross regional domestic product (GRDP) of about 10% or more in 5 years. Average GRDP per capita by 2030 is over 6,000 USD; total export turnover in 5 years is about 17 billion USD; total number of enterprises by 2030 is about 20,000 enterprises; social housing development in 5 years is over 4,200 units.
The Congress set the target that the rate of trained workers by 2030 will be about 80%; the rate of poor households (according to the new multidimensional poverty standard) will decrease by about 1.0 - 1.5%/year; by 2030, the number of hospital beds per 10,000 people will reach about 34.5 beds, the number of doctors per 10,000 people will reach about 14 doctors; by 2030, the rate of schools at all levels meeting national standards will be about 90%; 100% of schools will have clean drinking water systems and standard toilets. Every year, over 90% of grassroots Party organizations and Party members will be classified as having completed their tasks well or better; the rate of new Party members admitted each year compared to the total number of Party members will reach 3 - 4% or more.
Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai requested that, immediately after the Congress, the new Provincial Party Executive Committee and Party organizations within the Provincial Party Committee should well organize the study and thorough understanding of the Resolution of the Congress; widely propagate the results of the Congress throughout the Party Committee and people; have specific action plans and programs to soon put the Resolution into practice; turn the Resolution into revolutionary action with new determination and new spirit.
