Need to put on the scale to handle violations in the apartment fire that killed 56 people

On the afternoon of July 1, the Hanoi People's Council held its 17th session, discussing four important issues. Among them, the issue that received much attention from delegates was the Project on enhancing capacity and ensuring fire prevention, fighting (PCCC) and rescue (CNCH) in the capital city from now until 2025, with a vision to 2030.

Specifically, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police (Cau Giay District delegation), assessed that the issuance of this project was very timely. In fact, recently there have been many tragic fires not only in the capital but also nationwide.

According to Mr. Tung, the application of legal regulations in localities is not yet consistent and connected, from the project granting and construction permit granting stages to the inspection, supervision, testing, acceptance stages...

Referring to the fire at a 9-storey mini apartment building illegally built in Thanh Xuan district in September 2023, Mr. Tung said that the root cause was due to construction-related issues, so the case was reopened from 2015. From there, the police agency prosecuted the investor and at the same time reviewed and investigated the entire fire.

According to Mr. Tung, the main reason is that every stage needs to be "put on the scale" for handling. However, for construction works that violate construction order in the area to ensure fire prevention work, Major General Tung said that currently, handling is "extremely difficult, cannot be forced, nor can people be banned from entering".

Therefore, it is necessary to urgently issue a remedial mechanism in the direction that both the State and the people work together, in which the State provides partial support.

"If not, just keep committing and committing, it won't be able to be handled thoroughly. I think we have to be bold about this issue. At the same time, we need to issue a legal corridor with sanctions to handle violations, and issue a specific mechanism to gradually eliminate violating constructions according to a roadmap," General Tung said.

Meanwhile, Mr. Hoang Anh Tuan, Chairman of Me Linh District People's Committee, said that along with the drastic participation of authorities at all levels in fire prevention and fighting, raising people's awareness of this issue is also extremely important.

"From local practice, I see that many families use makeshift electrical equipment and gas stoves for cooking, which pose a risk of fire and explosion. Therefore, we need to propagate to raise people's awareness of fire prevention and fighting," said Mr. Tuan .
