Need to pave the way for technology giants to be present in the US

DNVN - In the context that the US is focusing on developing core technologies, Vietnam needs to promote business connections between the two countries, continuing to create conditions for large enterprises such as FPT, Viettel... to expand their presence in the US market.

Opportunities come with great challenges

As the world races fiercely in science and technology (S&T), the US constantly makes strategic policy changes to maintain its leading position.

Mr. Do Ngoc Hung - Vietnam Trade Counselor in the US analyzed this trend and pointed out great opportunities and challenges for technological cooperation between Vietnam and the US.

According to Mr. Do Ngoc Hung, in 2025, countries, especially the US, are focusing on developing core technologies such as artificial intelligence (AI), semiconductor technology, quantum computing, biotechnology, renewable energy and advanced materials. This is not only a technology race but also an effort to solve global challenges of security, climate change, energy crisis and health, in the context of increasing geopolitical competition.

The US has made strategic changes to its science and technology policy, notably issuing an executive order on AI, updating its list of important and emerging technologies, and announcing a large budget for research and development (R&D). These policies are increasingly tough to maintain leadership and increase competitiveness.

"These factors directly affect the ability of science and technology cooperation between the US and Vietnam, bringing both advantages and difficulties," Mr. Hung commented.

In terms of advantages, the two countries' upgrading of relations to a Comprehensive Strategic Partnership, with priority given to cooperation in science, technology and innovation, is a fundamental condition for Vietnam to increase its ability to sign important cooperation agreements with the US.

The growing number of highly qualified Vietnamese people, deeply involved in research activities at major US universities and centers, is an important bridge for scientific and technological cooperation associated with trade.

In contrast, US regulations and laws on intellectual property, cybersecurity and technology export control are increasingly stringent.

Vietnam is still making efforts to soon get off the strategic export control list (D1-D3) and be recognized as a market economy. These are issues that need to be promoted and resolved.

Need to create conditions for "big guys" to be present in the US

According to Mr. Hung, Vietnamese representative agencies in the US, under the direction of the Embassy, ​​have actively contacted many strategic partners to promote investment and funding in Vietnam. The Trade Office has introduced a number of inventions and innovations that can be deployed in Vietnam such as: rapid diagnostic biosensor technology, safe, small-scale nuclear reactor technology (20 MW), carbon storage and green hydrogen technology, satellite technology for agriculture and maritime surveillance.

Regarding the potential for Vietnamese technology products, Mr. Hung said that the US market is increasingly interested in high-tech products from Vietnam.

"Vietnam's electrical and electronic products, semiconductor components and software solutions have great potential. FPT Software is a typical example with more than 10 offices in the US, providing services to a series of Fortune 500 partners.

Vietnam is considered an ideal partner in the supply chain of precision mechanical components and auxiliary equipment for key US industries such as electric cars, defense, healthcare and aviation," Mr. Hung emphasized.

To realize this potential, the Vietnam Trade Office in the US recommends that Vietnam should promote business connections between the two countries, especially in the fields of electric cars, software, semiconductor chips, and AI. A typical example is promoting cooperation between Tesla and large industrial corporations in Vietnam.

The Government needs to continue to create conditions for large enterprises such as FPT, Viettel... and the Vietnam Association of Supporting Industries (VASI) to expand their presence in the US, while promoting the US to shorten the time for granting licenses to import semiconductor chips for Vietnamese enterprises.

Organize a business delegation to participate in the FABTECH 2025 industrial fair in Chicago to promote Vietnam's supporting industrial capacity.

Developing smart manufacturing (SM), taking advantage of the young population and human resources trained in STEM, building a support ecosystem and national standards for SM.

Focus on supporting the Government Negotiation Team to soon conclude negotiations on the Comprehensive Bilateral Trade Agreement with the US. This agreement will be a policy lever, creating a stable legal framework for investment cooperation and technology transfer.

"In the coming time, Vietnamese representative agencies in the US will continue to grasp policies, expand partnerships, and seek new technological know-how, focusing on strategic areas such as AI, semiconductors, quantum computing, cybersecurity, and renewable energy, making practical contributions to the country's science and technology development," said Mr. Hung.
