Unblocking the private economic flow - a "launching pad" for Ha Tinh to break through

The promulgation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (referred to as Resolution 68) has opened up a transparent legal corridor and a favorable investment environment for the development of the private economy. Accordingly, long-standing barriers such as cumbersome administrative procedures, difficulties in accessing land, capital or technology... are gradually being removed.

Resolution 68 was issued to facilitate the development of the private economy .

Ha Tinh has promptly grasped and implemented Resolution 68 with many drastic and creative solutions. This policy not only helps businesses feel secure in investing and expanding production, but also promotes the start-up movement, innovation, and the development of diverse types of businesses, especially from the young and dynamic local business community. Not stopping there, the recognition of the role and position of private entrepreneurs has become a strong source of spiritual motivation, helping them confidently contribute to socio-economic development, create jobs, increase budget revenue and improve people's lives.

The Standing Committee of the Ha Tinh Provincial Party Committee has issued an action program to implement Resolution 68 on the basis of identifying private economic development as one of the important pillars of growth. Departments, branches and localities have stepped in to support the formation and development of the private economic sector.

According to Mr. Nguyen Duc Thang - Deputy Director of the Department of Finance: "The Department has actively reviewed procedures, improved competitiveness index, integrated private economic development into socio-economic plans and allocated resources to support small and medium enterprises, especially start-ups, digital transformation and innovation. Not only stopping at encouraging the establishment of new businesses, Ha Tinh also focuses on supporting sustainable development - creating long-term value for the community and locality".

At the same time, the province has synchronously implemented support policies on land, credit, science and technology... for enterprises. Since the 2013 Land Law took effect, the Department of Agriculture and Environment of Ha Tinh has advised the Provincial People's Committee to lease over 709 plots of land with a total area of over 2,600 hectares. In addition, the Provincial People's Committee directed the banking sector to promptly and effectively implement credit programs to support private enterprises and production and business households with outstanding loans in the fields of agriculture, forestry and fishery reaching over 16,400 billion VND, industry - construction reaching 26,000 billion VND, trade - services reaching over 77,000 billion VND. The province has also promoted digital transformation and science and technology support programs for enterprises to access and gradually promote their effectiveness.

In the first 9 months of 2025, Ha Huy Tap ward had nearly 30 newly established private enterprises.

In Ha Huy Tap ward, thanks to the support of all levels and sectors, the drastic participation of local authorities and the efforts of the business community, in the first 9 months of 2025, nearly 30 new private enterprises were established, bringing the total number of enterprises in the area to nearly 150, with nearly 5,000 production and business households in operation.

Mr. Nguyen Nhat Linh - Vice Chairman of Ha Huy Tap Ward People's Committee said: The locality has strengthened the leadership of the Party, strengthened state management in private economic development; built solutions to support the private economy in accessing resources, mechanisms and policies; surveyed and supported households with potential to convert to enterprises to improve production and business efficiency. To ensure development space for enterprises, the ward has coordinated to review and arrange land funds for qualified enterprises; coordinated dialogue with the banking sector, proposed to increase credit scale as well as access to loans for "young enterprises"...

Mr. Pham Van Nhat - Director of Dien Nhat Phat Company Limited, a newly established enterprise in Ha Huy Tap ward shared: "As a newly established enterprise, we are supported by the authorities in legal procedures and operating conditions. Ha Tinh is implementing Resolution 68, we hope to have access to preferential policies on: capital, land, technology... to gradually expand scale and improve efficiency.

For rural, remote and isolated areas, the driving force for private economic development is also being strongly aroused. Kim Hoa commune, despite its difficult starting point, has 5 enterprises and more than 600 production and business households that are operating quite effectively.

Developing the private economy in rural areas not only helps to solve employment, but also contributes to shifting the economic structure towards modernity, circulation and sustainability.

Ha Tinh sets a goal: by 2030 there will be about 18,000 - 20,000 operating enterprises, the private economic sector, contributing about 60 - 65% of GRDP, creating jobs for 85% of the province's workforce...

To achieve this, the province continues to promote institutional and policy reforms; ensure freedom of business, ownership rights and fair competition rights for the private sector. At the same time, create favorable conditions for businesses to access land, capital, high-quality human resources; promote digital transformation, innovation, green and sustainable development...

Encouraging the development of the private economy is not only a correct policy but also a long-term and fundamental strategy for Ha Tinh to rise strongly in the integration period.
