Mr. Doan Van Can, Deputy Head of the Party Committee's Propaganda Department and Chairman of the Elderly Association of Le Hong Phong Ward, Thai Binh City, Thai Binh Province, is always enthusiastic and dedicated to the work of the ward and the city, and has many contributions to the development of the locality.

Mr. Can said: “In 1993, after retiring until now, I have been actively participating in local social work, working as Deputy Head of the Party Committee's Propaganda Department, Chairman of the Elderly Association, Chairman of the Ward's Education Promotion Association. I always try my best to overcome all difficulties, constantly strive to learn, improve my capacity, qualifications, and improve myself to successfully complete the tasks entrusted to me by the Party Committee, the government, and the Elderly Association members.”

As the head of the Elderly Association, Mr. Can has built for himself a scientific working style, with a specific plan. At the same time, he proactively builds plans to directly report to the Party Committee Standing Committee, the People's Committee, and advises on plans for implementation. When the leaders agree, he coordinates with departments, branches, and organizations to organize and implement.

He often reminded himself to strictly comply with the working regulations of the Association, maintain the consultation and meeting regime in the Standing Committee and the Executive Committee. All work contents are discussed in depth, creating high unity and consensus in the Executive Committee and the Standing Committee before disseminating and implementing to members. Since the beginning of the term of the Ward Party Congress, Mr. Can has organized 50 propaganda sessions through conferences, Party cell activities, and mass organizations on the Party's Resolutions, policies and laws of the State, the socio -economic situation of the country, province, and city, and talked about domestic and international news, contributing to orienting the ideological work of cadres and party members.

In early 2024, he and a group of cadres, party members, and members of the Elderly Association went to the homes of 61 households and 22 agencies to do ideological work, propaganda, explanation, and successfully mobilize them to move to the new resettlement area to hand over the project of building the Thai Binh City Center on both banks of the Tra Ly River. Thereby, creating an increasingly spacious, clean, and beautiful urban landscape and space, worthy of being the political, economic, cultural, social, security, and defense center of the province.

In addition, he encouraged people not to build bamboo huts, thatched roofs, encroach on sidewalks for business purposes, and dump garbage and wastewater on the streets. He built cultural streets, cultural residential areas, and cultural families; and prevented and fought against backward customs and superstitions. Once a month, he coordinated with the ward Fatherland Front Committee, departments, unions, residential areas, and residential groups to take to the streets to propagate and mobilize people to comply with regulations on urban order management, environmental sanitation, crime prevention and control, and maintaining security, order, and social safety in the locality.

As Chairman of the Elderly Association, he strictly maintains the working regime of the Standing Committee and Executive Committee, clearly assigns tasks, urges, inspects, summarizes, and reviews annually... Currently, the ward has 300 elderly members, operating in 7 branches. In addition, the Elderly Association coordinates with local Party committees and authorities to organize longevity celebrations and birthday wishes for the elderly according to regulations. Visits and presents more than 100 gifts to poor elderly, elderly in difficult circumstances, and lonely elderly without support every Tet holiday, each gift worth 200,000 - 300,000 VND.

Ms. Nguyen Thi Hoa, President of the Elderly Association of Thai Binh province commented: "Despite his old age, Can is always enthusiastic and responsible in the Association's work. He is always a pioneer in the movements of the ward, especially in implementing a cultural lifestyle, building a civilized urban area in the locality, and is trusted and loved by the people."

With his active and continuous contributions, Mr. Doan Van Can was honored to receive a Certificate of Merit from the Chairman of Thai Binh Provincial People's Committee for his outstanding achievements in participating in building the grassroots political system, period 2019 - 2024.
