According to the South China Morning Post (SCMP), among the victims were five Chinese nationals (including a 29-year-old woman and four men aged between 23 and 30), two Vietnamese and one Hong Kong (Chinese, 46 years old).

Cambodian police said the fire was reported at around 5 p.m. on July 1 (local time) at the 6969 nightclub in Khan Toul Kork district, central Phnom Penh.
Colonel Prohm Yorn, Director of the Cambodian Fire and Rescue Police Department, said that although firefighters quickly arrived at the scene, they were unable to rescue the victims because they were trapped on the fifth floor of the building.

Smoke from the fire made rescue operations even more difficult, according to Mr. Prohm Yorn. It took firefighters 3 hours to control the fire.
Initial investigation by Cambodian police said that an electrical short circuit was the cause of the fire.
