The project to arrange and merge universities may be implemented from 2026.

The information was announced by Deputy Minister of Education and Training Le Tan Dung at the regular Government press conference on the afternoon of October 5.

Mr. Dung stated that the policy of arranging, restructuring, merging and dissolving universities and vocational training institutions was determined by the Politburo in Resolution 71 on breakthroughs in education and training development.

According to the leaders of the Ministry of Education and Training, this is the Party's major viewpoint and policy; it must be implemented seriously and urgently; deployed, thoroughly grasped and organized scientifically and resolutely.

" The Ministry of Education and Training clearly defines its responsibilities in this important work. The Ministry of Education and Training cannot do this task alone but requires the cooperation and consensus of central ministries, branches, localities, especially universities and vocational training institutions nationwide, " Deputy Minister Le Tan Dung emphasized.

According to Mr. Dung, the Ministry of Education and Training is developing two projects: a project to rearrange and reorganize universities and vocational training institutions; and a project to transfer a number of universities and vocational training institutions to localities.

"We will soon submit it to the Prime Minister for decision, and implement it in 2026 ," said the Deputy Minister.

Mr. Dung emphasized the view of the Ministry of Education and Training that the arrangement must be carried out seriously, urgently, scientifically, resolutely and methodically, avoiding situations of asking and giving, taking advantage or negativity.

Leaders of the Ministry of Education and Training stated that training must be linked to practice, social requirements, as well as the labor market.

Therefore, in the process of developing projects, the Ministry of Education and Training will base on the viewpoints and policies of the Party, the National Assembly and the Government; at the same time, closely follow the strategy for developing higher education and vocational education approved by the Prime Minister, the planning of the network of educational institutions and the socio-economic development goals of the country and key economic regions in the coming period.

" The project will clearly define the mission of higher education or vocational education institutions. This project is being prepared, and in the near future, we will seek opinions from ministries, localities, experts, especially higher education and vocational education institutions to create high consensus and 'conviction' when implementing it ," said Mr. Dung.
