At a plenary session at the Hall on the afternoon of October 20, the National Assembly listened to Permanent Deputy Prime Minister Nguyen Hoa Binh present a report summarizing the Government's work for the 2021-2026 term.

Effectively implement the Constitution, laws, resolutions and conclusions.

Accordingly, regarding the organization of the implementation of the Constitution and laws; and the development of policies and laws, during the 2021-2026 term, the Government and the Prime Minister will seriously grasp and issue 116 programs and action plans to effectively implement the Constitution, laws, resolutions, and conclusions of the Party and the National Assembly.

Regularly monitor, inspect and urge the implementation of tasks and solutions in all fields; in the period of 2021 - 2025, the Prime Minister and Deputy Prime Ministers made more than 400 working trips with localities and bases to inspect and guide the implementation of the Constitution and laws and grasp the practical situation, promptly remove difficulties and obstacles.

Tighten discipline and order in organization and law enforcement; promote the responsibility of leaders, ensure resources for implementation. Promote decentralization and delegation of power according to the motto "locality decides, locality acts, locality takes responsibility", associated with appropriate resource allocation and strengthening inspection, supervision and control of power; contribute to creating initiative and flexibility for localities, unblocking and liberating resources for development.

Thanks to that, the Constitution and laws have been respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, contributing significantly to promoting socio-economic development, ensuring national defense, security and foreign affairs.

At the same time, the Government and the Prime Minister have innovated their thinking in law-making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposing many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "knots" in mechanisms.

The Government has organized 45 specialized sessions on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement; passed 180 laws, ordinances and resolutions (including this Session), the most ever; issued 1,400 resolutions and 820 decrees. The Government, the Prime Minister, ministries and ministerial-level agencies have issued nearly 3,600 legal documents under their authority. Implementing strategic breakthroughs, the Government has continuously improved institutions, forming a comprehensive and synchronous legal basis for national governance and development.

Many outstanding socio-economic results

The report highlights outstanding results in economic, cultural, social, environmental, defense, security, and foreign affairs management during the term.

Accordingly, the macro economy is stable and has high growth. Monetary policy is proactive, flexible, timely, effective, coordinated synchronously and harmoniously with a reasonable, focused and key expansionary fiscal policy; focusing on drastic disbursement of public investment capital; controlling public debt and state budget deficit within prescribed limits. Focusing on directing the development of the domestic market, promoting exports; increasing revenue, saving expenditure, and concentrating resources on development investment. Thanks to that, despite facing a context of instability, epidemics and natural disasters, the economy still grows at a high speed, each year higher than the previous year, bringing the size of the economy from 346 billion USD (37th in the world) to 510 billion USD (32nd in the world). Per capita income increased from 3,552 USD to about 5,000 USD, bringing Vietnam into the group of upper middle-income countries. This is a big bright spot that is highly appreciated internationally.

Flexible adaptation, effective control of the COVID-19 pandemic. In the face of the severe COVID-19 pandemic situation, the Government has focused on directing the mobilization of resources and successfully implementing the vaccine diplomacy strategy. Although not a vaccine-producing country, Vietnam has vaccinated the entire population for free and effectively protected the lives and health of the people, which has been highly appreciated by the world. Resolutely implementing the "dual goal", quickly turning the situation around, transforming the state of "safe and flexible adaptation, effective control of the COVID-19 pandemic", creating the premise for early reopening of the economy.

Social security and people's living conditions have always been given top priority, achieving many practical results. During the term, 1.1 million billion VND was spent on social security, accounting for about 17% of total state budget expenditure. Over 334 thousand temporary and dilapidated houses were eliminated, completing the target 5 years and 4 months ahead of schedule. Approved the Project and accelerated the construction of social housing. Comprehensively and promptly implemented social security policies, overcame the consequences of natural disasters, and quickly stabilized people's lives.

National target programs have been allocated large resources and implemented resolutely, basically completing the targets assigned by the National Assembly in the 2021-2026 term. Accordingly, the Rural Program has 79.3% of communes meeting standards; the Sustainable Poverty Reduction Program has sharply reduced the multidimensional poverty rate from 4.4% to 1.3%.

The program for developing ethnic minority and mountainous areas has been completed, exceeding 6/9 target groups, significantly improving people's lives.

Strategic infrastructure has made a breakthrough development; the Government has focused on implementing and completing it synchronously for the economy. In particular, by the end of 2025, it is expected to complete 3,245 km of expressway and 1,711 km of coastal road, exceeding the set targets. Many key national projects on aviation and energy such as Long Thanh airport and 500 kV line 3 have been accelerated. Digital infrastructure has developed strongly, bringing Vietnam's mobile Internet speed into the top 20 in the world.

The cultural and social fields have made comprehensive progress. The Government has submitted to the National Assembly for approval the National Target Program on Cultural Development. The quality of education and health care has improved significantly, with health insurance coverage reaching 95.2% of the population. The Human Development Index (HDI) increased by 18 places, reflecting the country's remarkable progress.

The Government has also directed to resolutely remove obstacles in drug procurement, bidding, and health insurance settlement. It has submitted to the Politburo important resolutions on science and technology, innovation, digital transformation, healthcare, education and training, and urgently submitted to the National Assembly to issue the National Target Program on these two areas for implementation.

Implement policies on tuition exemption and reduction, and support for study costs from the 2025-2026 school year; approve the list of strategic technologies and technology products, develop a creative startup ecosystem, and contribute to spreading the spirit of innovation in society. Communication and information work is enhanced in a proactive and timely manner, focusing on policy communication, fighting against bad and toxic information, contributing to strengthening trust and creating social consensus.

National independence, sovereignty, and territorial integrity are maintained; political security and social order and safety are ensured. The Government has prioritized investment resources to build a revolutionary, disciplined, elite, and modern people's armed forces; strengthened national defense and security potential, maintained independence, sovereignty, territorial integrity, political security, and social order and safety. The fight against crime has achieved many positive results, maintaining a peaceful life for the people.

Foreign affairs and international integration have been raised to a new level, achieving many great achievements. The Government has directed extensive, proactive and responsible foreign affairs. The work of resource management, environmental protection, natural disaster prevention and response to climate change is increasingly focused. It requires all levels, sectors and localities to resolutely, synchronously and effectively implement the National Strategy and Plan for Natural Disaster Prevention and Control, shifting from passive response to proactive prevention from early and from afar, minimizing damage to people and property, quickly stabilizing people's lives; promptly and effectively responding to natural disasters, floods, landslides...

Many backlogged projects and long-term loss-making enterprises have been resolved, freed up, and resources for development. With the spirit of not avoiding, the Government has focused on directing and thoroughly handling weak credit institutions and long-term loss-making and ineffective projects that have not been resolved in previous terms. At the same time, the Government has directed the removal of obstacles for thousands of projects and real estate facilities across the country and is continuing to resolutely remove obstacles and bottlenecks in other projects, soon returning these important resources to serve socio-economic development.

Regarding the organization and arrangement of the apparatus of ministries, agencies and localities in the state administrative system, Deputy Prime Minister Nguyen Hoa Binh said that, implementing the policy of the Central Government and the Politburo; the Government and the Prime Minister have focused on directing the drastic implementation of the organization and arrangement of the apparatus of the political system, organizing the Government in a streamlined and scientific manner, completing the historical mission of the district level, and organizing the local government at 2 levels in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency. Regarding coordination with agencies of the National Assembly, the Vietnam Fatherland Front, socio-political organizations, the Government and the Prime Minister strictly comply with the supervision of the National Assembly, fully implement the reporting regime, attend meetings of the National Assembly Standing Committee and National Assembly sessions as prescribed; proactively and promptly explain and provide information on issues of interest to the National Assembly and voters in various forms.

Emphasizing that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner; to contribute to realizing the two strategic goals (by 2030, becoming a developing country with modern industry and high average income and by 2045, becoming a developed country with high income following the socialist orientation), Deputy Prime Minister Nguyen Hoa Binh said: The Government and the Prime Minister continue to direct the overcoming of limitations and shortcomings and the successful and comprehensive implementation of the set goals, targets and tasks; focusing on 12 key contents.

Specifically, one is to continue to improve the organization, streamline the apparatus, and establish two-level local government.
