The Government Office has just issued Notice No. 447/TB-VPCP on the conclusion of the Government Standing Committee at the Government Standing Committee's meeting working with businesses on solutions to contribute to the country's socio-economic development.

The document states: The Government commits to accompanying and protecting the legitimate rights and interests of businesses, and not criminalizing economic relations.

The Government always listens to and shares with businesses about difficulties and obstacles and joins hands to overcome them, especially in building and perfecting institutions so that businesses can operate smoothly in accordance with the law, feel secure in production and business, and promote the overall development of the country.

Deputy Prime Ministers, Ministers, and heads of sectors need to directly listen and thoroughly resolve difficulties of enterprises; and at the same time, assign tasks to enterprises. Resolving difficulties for enterprises is directly contributing to resolving difficulties for the economy; developing enterprises means developing the country; where there are problems, they must be resolved, not pushed or avoided. Promote decentralization and delegation of power to localities and strengthen supervision and inspection in accordance with the direction of General Secretary and President To Lam at the 10th Central Conference: localities decide, localities do and localities take responsibility; resolutely cut administrative procedures that cause trouble and harassment to people and enterprises; do not create a mechanism of asking for and giving, creating an environment for corruption and negativity.

Enterprises promote 6 pioneers

For enterprises, the Government Standing Committee recommends operating in accordance with the law, actively and effectively contributing to the building and improvement of institutions, especially socialist-oriented market economic institutions, managing and promoting the development of enterprises.

The Government Standing Committee recommends that businesses promote 6 pioneers:

- Firstly, pioneering the development of science and technology, innovation, focusing on the country's growth drivers (such as investment, consumption, export) and further promoting new growth drivers (green economy, circular economy, sharing economy, knowledge economy), contributing to climate change response.

- Second, pioneer in participating in global value chains, production chains, and global supply chains, contributing to building corporate and national brands. Ready to accept tasks assigned by the Government.

- Third, pioneer in creating jobs and livelihoods for people, ensuring social security, leaving no one behind.

- Fourth, pioneer with the Government and local authorities in developing infrastructure, especially digital infrastructure, transport infrastructure, socio-economic infrastructure, cultural infrastructure; especially transport infrastructure for developing high-speed railways, expressways, airports, ports; infrastructure against climate change, digital infrastructure, green transformation infrastructure.

- Fifth, pioneer in contributing to training high-quality human resources, reforming administrative procedures and building smart governance, contributing to improving the country's investment and business environment.

- Sixth, pioneering in cooperation and mutual support in the spirit of 4 together: "Listening and understanding together; sharing vision and action together; working together, winning together, developing businesses and developing the country together; enjoying joy, happiness and pride together".

Don't say no, don't say difficult, and don't say yes but don't do it when businesses have recommendations or proposals.

The Government Standing Committee requested ministries, ministerial-level agencies, and government agencies to implement the three no's principle: "Do not say no, do not say difficult, and do not say yes but do not do when businesses have recommendations or proposals."

Building and perfecting institutions and laws with the viewpoint of always putting enterprises and people as the subjects to aim at the goal of effective management and creating a development environment; continuing to research and abolish sub-licenses, eliminating the environment that creates harassment and inconvenience, increasing compliance costs for enterprises; further promoting decentralization and delegation of power to localities, ministries and branches; improving the spirit and responsibility of assigned subjects and strengthening inspection, supervision and control of power.

Ministries, ministerial-level agencies, and government agencies must receive opinions from businesses, resolve or contribute to resolving recommendations with immediate and long-term solutions in the spirit of shared risks and harmonious benefits; said must be done, committed must be implemented, done must have specific, quantifiable products and results.

Handle work with high determination, great effort, decisive action and organize implementation according to the 5 clear principles: "Clear people, clear work, clear time, clear responsibility and clear products and results".

Continue to organize specialized conferences with businesses in fields such as resources and environment, transportation, tax, investment, investment licensing, etc.

The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies, in accordance with its authority and legal provisions, to promptly complete the closure of the Quy Xa iron mine before December 31, 2024; in cases exceeding its authority, it shall examine and report to competent authorities for consideration and decision. At the same time, it shall guide the bidding for exploitation in accordance with legal provisions.

The Ministry of Planning and Investment synthesized the recommendations and proposals of enterprises at the meeting, noted the proposals to assign tasks to participate in the implementation of key projects of the country such as: Construction of North-South high-speed railway, urban railway, steel production, construction of highways, power plants, airports, ports, social housing, improving physical fitness and nutrition for children and people... in the process of building and completing the Project " Building mechanisms and policies to form and develop ethnic enterprises and large-scale enterprises to promote the pioneering role in a number of important industries and fields , with competitive advantages and the ability to lead the industrialization and modernization process, contributing to building an independent and autonomous economy ", submitted to the Government in the fourth quarter of 2024.
