Mr. Tran Quoc Khanh (born in 1967), house number 174, Xuong Giang street, Bac Giang ward, has been in the electricity and water business for 38 years, at one point employing hundreds of workers. In 1988, he was one of the first people to open a large, famous water equipment and supplies store in Ha Bac province (old). When the Covid-19 epidemic broke out, his family's business was suspended. "At that time, many households in Luc Ngan started livestreaming to sell lychees quite effectively, but I could only wish because I didn't understand how to do it," said Mr. Khanh. Because doing business in the traditional way was not effective, from 2024 until now, he has learned from his daughter and learned more on the internet, then filmed his own promotional videos and participated in sales on the Tiktok platform. Mr. Khanh said happily: “E-commerce has changed my family’s thinking and life. Currently, my two Tiktok channels sell hundreds of products with thousands of orders every day, earning a significant amount of revenue without having to directly approach customers.”

To bring a new experience to customers, in mid-September, the Department of Industry and Trade coordinated with Viettel Post Joint Stock Company (Viettel Post) to launch the Smart Box at the Bac Ninh Provincial Public Administration Service Center. This is the first smart delivery cabinet installed in the province. Ms. Hoang Thi Huyen Trang, working at the Bac Ninh Provincial Public Administration Service Center, said: "Receiving goods at the Smart Box is an interesting experience, because it creates initiative for customers because they do not have to wait, answer the phone and deliver and receive directly." Viettel Post leaders said that the unit has determined that by 2030, the Smart Box infrastructure will reach more than 50,000 points nationwide, serving millions of orders every day. In particular, Bac Ninh will install thousands of points in industrial parks, apartment buildings, etc. Smart Box infrastructure helps postal businesses improve labor productivity, reduce CO2 emissions (reduce the delivery step to each house), helping people and businesses easily use the service anytime, anywhere. Buyers only need to follow the instructions of the shipping unit and receive the parcel.

Just a few years ago, e-commerce was still a new activity, especially in the mountainous areas of the province. But now everything has changed rapidly thanks to the attention and support of authorities at all levels. For example, at the end of June, within the framework of "Luc Ngan Lychee Week - Pride of Vietnamese Agricultural Products" co-organized by the Department of Industry and Trade, TikTok creators (TikTok Vietnam Technology Co., Ltd.) and representatives of Sendo Farm Online Supermarket livestreamed right at Luc Ngan lychee garden to support people in consuming agricultural products. At this livestream session, comrade Pham Van Thinh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, directly participated in introducing local specialties, answering some questions from consumers and closing orders. The participation of the Vice Chairman of the Provincial People's Committee in the livestream session has created a ripple effect to tens of thousands of people in the province, changing people's awareness of digital transformation in trade and services, contributing to promoting the development of e-commerce in the province.

Promoting digital economy

Bac Ninh has a favorable geographical location, close to major economic centers, young and dynamic human resources, many industrial parks, urban areas, and conditions for developing traditional trade and services and e-commerce. In recent times, e-commerce has always been of interest to the province, with many policies to build and develop brands and create products with unique characteristics and competitive advantages of each locality. Accordingly, along with developing traditional trade and service infrastructure, every year, functional agencies train hundreds of businesses, cooperatives, nearly 700 students preparing to start a business at universities and colleges... nearly 200 state management officials to raise awareness of e-commerce. Over the past 4 years, the whole province has had nearly 5,000 businesses, cooperatives, production and business households supported to create booths, promote and sell products on e-commerce platforms.

With active support from the government, digital transformation in the province's trade and service sector has made breakthroughs: Forming the province's e-commerce platform (san24h.vn with 410 booths, nearly 1,000 products) to promote and introduce products and services of production and business entities in the province, contributing to opening new consumption channels for local goods; promoting production chain linkage, product supply and access to domestic and foreign markets.

Thanks to that, Bac Ninh has become one of the localities with a fairly fast e-commerce growth rate, with an average growth rate of more than 12%/year. Up to now, 100% of the province's key and typical products have been available on domestic and foreign e-commerce platforms such as Alibaba.com and social networking platforms. By the end of September 2025, the province had more than 360 websites announcing sales of businesses and traders that had completed notification procedures with the Ministry of Industry and Trade. The province's e-commerce indicators are all among the top in the country.

In order for e-commerce to be increasingly effective, bringing benefits to businesses, cooperatives, people and society, the leader of the Department of Industry and Trade said that the unit will continue to coordinate with the Department of Science and Technology, service providers to promote the development of internet infrastructure, information technology, especially in remote areas, mountainous areas in the province. Continue to improve and develop logistics infrastructure to improve service quality, especially the last-mile delivery and delivery. Strengthen propaganda and coordination with major e-commerce platforms to introduce and support entities participating in the digital transformation program, digital economic development (building booths, putting products on major domestic and foreign e-commerce platforms, training online sales skills, etc.). Encourage businesses to develop green and sustainable e-commerce. Organize training courses to develop human resources in e-commerce for entities operating in the field of e-commerce in the province. At the same time, improve state management of e-commerce for officials of departments, branches and units in the province, ensure the interests of businesses and consumers, increase trust in e-commerce, and promote the digital economy.
