Proactively respond to heavy rain in North Central region from tomorrow evening, October 5

(Chinhphu.vn) - The Ministry of Natural Resources and Environment has just sent an official dispatch to localities to update the situation of responding to storm No. 11. From tomorrow evening (October 5), the amount of rain in many provinces in the North Central region will be quite heavy, the provinces need to proactively respond to this development.

From the night of October 5 to the end of the night of October 7, the Northern region, Thanh Hoa and Nghe An will have heavy to very heavy rain.

According to the National Center for Hydro-Meteorological Forecasting, the storm is forecast to make landfall in the Northeast region on the afternoon of October 6. Due to the storm's influence, from the night of October 5 to the end of the night of October 7, the Northern region, Thanh Hoa and Nghe An will have heavy to very heavy rain with rainfall ranging from 100-200mm, locally over 300mm, mountainous and midland areas of the North will have rain ranging from 150-250mm, locally over 400mm.

Due to heavy rain, continued flooding on the river system, in which the flood peak on Thao River, Lo River, Hoang Long River and Thai Binh River system reached level 2-3 and above level 3; Buoi River, Ma River, upper Chu River, Ca River reached level 1-2, in some places above level 2.

To proactively respond to storms and heavy rains after storms, ensuring the safety of the dike system, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to direct relevant agencies and units to urgently implement the following contents:

Closely monitor the development of storms, post-storm floods, flood levels on river banks and the development of the dike system. At the same time, check, review and implement in practice dike protection plans, protect key vulnerable points, locations where incidents have occurred but have not been handled or repaired, and unfinished dike works to ensure safety. In particular, pay special attention to weak dike lines/dike sections facing the sea (such as section K10-K15 of Ha Nam sea dike, Quang Ninh province; Nam Hai dike, embankment of sea dike II, Hai Phong city; Dong Minh dike, embankment of sea dike 6, Hung Yen province; Hai Hau sea dike which had an incident due to storm No. 10, Binh Minh III, IV sea dike, Ninh Binh province...); dike sections close to rivers, often eroded, leaked, and eroded during floods and weak, damaged culverts on river dikes.

Strengthen the inspection of dike routes, strictly carry out patrolling and guarding work to protect dikes during the rainy and flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents that occur from the first hour. Be responsible before the law if there is an insecurity of the dike system due to failure to carry out patrolling and guarding work according to the provisions of the law.

Prepare human resources, materials, vehicles, and equipment to protect the dikes according to the "4 on-site" principle, ensuring safety for the dikes. 4. Timely report dike incidents to the Ministry of Agriculture and Environment (through the Department of Dike Management and Natural Disaster Prevention and Control) for coordination and direction. Request the People's Committees of provinces and cities to pay attention and direct implementation.
