Check flooded areas for proactive evacuation
The content of the telegram stated that the report of the National Center for Hydrometeorology said that the circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa, especially in Thai Nguyen, Bac Ninh, Lang Son and Hanoi . The total rainfall in many places was about 300-400mm, with some places being over 560mm.
Currently, there is an exceptionally large flood on the Cau River. The water level in Thai Nguyen at 5:00 p.m. on October 7 exceeded alert level 3 by about 2.37m, 0.56m higher than the historical flood in 2024, and continues to rise.
Flooding has occurred in Bac Ninh, Lang Son, Cao Bang, especially in Thai Nguyen. In addition, the flood on the Thai Binh river system is rising, threatening the safety of the dike system, including Hanoi.
Faced with the above situation, Chairman of Hanoi Tran Sy Thanh requested relevant units to continue strictly implementing the Central and City’s instructions on natural disaster prevention, control and search and rescue in the past time. At the same time, urgently overcome the consequences of storm No. 10 and storm No. 11.
"Immediately deploy urgent measures to prevent and control floods according to the warning level, focusing on checking deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents (especially the elderly, children, and vulnerable groups) from dangerous areas, ensuring people's safety is the top priority" - the dispatch stated.
Implementing dike protection plans
Hanoi City leaders also requested units to proactively deploy dike protection plans, paying special attention to Cau River and Ca Lo River - where flood water levels often rise quickly and incidents have occurred in recent years.
In particular, localities must pay attention to strictly protecting key weak points, dike locations where incidents have occurred but have not been repaired, and dike sections close to rivers that are at risk of extrusion, leakage or insecurity.
"By all means, reach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger. Absolutely do not let people go hungry or thirsty," the dispatch emphasized.
The Director of the Hanoi Department of Agriculture and Environment is assigned to monitor and coordinate with relevant units to promptly provide information on flood situations to authorities, localities and people, in order to proactively direct and respond according to regulations.
At the same time, the Department directs the work of flood, flash flood and landslide prevention, dyke protection, ensuring dyke safety, safe and effective operation of reservoirs and irrigation dam systems.
The Commander of the Capital Command and the Director of the Hanoi Police Department were assigned to direct military and police forces in the area to prepare human resources, vehicles, supplies, equipment, food and necessary provisions, coordinate with functional agencies and localities to support people in flood prevention, search and rescue, and quickly overcome the consequences of natural disasters according to local requirements.
