President Luong Cuong: Honoring the value of peace, making strong changes to create a sustainable future

Affirming that peace is both the goal and the prerequisite for building a stable, fair, democratic and prosperous future, the President called on countries to comply with the UN Charter.

On September 23 (local time), at the United Nations Headquarters in New York, the United States, President Luong Cuong delivered an important speech at the High-Level Debate of the 80th Session of the United Nations General Assembly with the consistent message: "Honoring the value of peace, making strong transformation to create a sustainable future."

In his speech, the President affirmed that over the past 80 years, the United Nations has always been the embodiment of humanity's common aspiration for peace , cooperation and development, based on universal values ​​of human rights, national independence, equality, democracy and social progress. However, the world today is facing unprecedented challenges such as conflicts, local wars, arms races, use of force, threats to use force, strategic competition between major powers, unilateralism, and a sharp decline in political commitment and resources.

The President called on the international community to promote multilateralism and the international system based on international law, with the United Nations at the center.

Affirming that peace is both the goal and the prerequisite for building a stable, fair, democratic and prosperous future, the President called on countries to comply with international law and the United Nations Charter, respect independence, sovereignty , territorial integrity, not interfere in internal affairs, not use force or threaten to use force, and resolve disputes by peaceful means.

Promoting the culture of peace through building trust, international solidarity, dialogue, and respect for differences, the President called for a ceasefire, an end to violence, the protection of civilians, and the creation of conditions for humanitarian access in conflict zones. He appreciated the recognition of the State of Palestine by many countries, called for urgent humanitarian assistance for the Palestinian people, and asked the United States to lift the embargo against Cuba and remove Cuba from the list of state sponsors of terrorism.

The President highlighted the role of regional organizations, in which ASEAN holds a central position in the Asia-Pacific, actively building a self-reliant, inclusive, and sustainable ASEAN Community; promoting the Cambodia-Thailand Ceasefire Agreement, implementing the Five-Point Consensus on Myanmar, and maintaining peace, stability, security, safety, and freedom of navigation and aviation in the East Sea on the basis of international law and the 1982 United Nations Convention on the Law of the Sea.

To create a sustainable future, the President called for reforming multilateral global governance institutions, especially the United Nations and international financial and monetary institutions, to better adapt, ensure fairness, transparency, operate more synchronously, effectively, efficiently, and better meet the needs of countries and people.

In order to optimize the sustainable development model based on digital transformation and green transformation, the President emphasized that countries need to build a comprehensive strategy, invest heavily in research and development, train high-quality human resources, develop green technology infrastructure, especially strengthen international cooperation in technology transfer and mobilize green finance, developed countries need to share and transfer technology to developing and underdeveloped countries, and at the same time need to ensure that the social transformation process must be people-centered.

President Luong Cuong shared the story of a Vietnam resurrected from the ruins of war, from a poor, backward, low-level, besieged, embargoed country, to making great efforts to become a developing country with middle income and deep international integration.

Despite many limitations that need to be overcome, the President affirmed that Vietnam is determined to achieve strategic goals to become a developing country with modern industry and high average income by 2030, and a high-income country by 2045; to implement the Sustainable Development Goals, achieve net zero emissions by 2050 and become a strong, prosperous and happy country.

President Luong Cuong affirmed that Vietnam always makes every effort and stands side by side with all countries to shoulder common responsibilities, overcome challenges, promote strong transformation to create a world of peace, stability, prosperity and sustainable development, bringing happiness and prosperity to all people.

On this occasion, President Luong Cuong respectfully invited countries to Hanoi to attend the signing ceremony of the United Nations Convention on Cybercrime on October 25, saying that Vietnam is actively preparing to assume the role of Chair of the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026, and at the same time asked countries to support Vietnam's candidacy for the United Nations Human Rights Council for the 2026-2028 term and as a Judge of the International Tribunal for the Law of the Sea for the 2026-2036 term./.
