According to information from the Organizing Committee, the theme of the Congress is: "Building a clean and strong Party organization and political system; promoting the strength of great national unity; making breakthroughs in developing science, technology, innovation and the private economy; strengthening national defense, security, foreign affairs, and international integration; mobilizing and effectively using all resources so that Ho Chi Minh City can pioneer with the whole country in the new era".

In particular, the Congress will be held entirely on a technology platform, demonstrating the determination to modernize the operation and management of the political system. The Congress will apply an automatic recognition system instead of the traditional roll call method. At the entrances, the system will automatically record the presence of delegates and transmit data directly to the control center. Roll call information will be updated immediately to the Presidium and relevant departments, ensuring accuracy, speed and transparency in management.

Notably, the Organizing Committee has developed a separate mobile application for delegates, integrating all documents (except confidential documents), allowing users to study the content before the congress and contribute opinions online. Thanks to that, the synthesis and feedback work is done immediately, accurately and saves human resources. This application also provides many extended features such as introducing information about culture, society, and history of Ho Chi Minh City. After the Congress, this platform will continue to be maintained and developed to serve meetings, activities, and conferences throughout the Party system, contributing to promoting the digital transformation process, towards a smart governance model and modern e-government.

In parallel with the digitalization process, the Organizing Committee also built three exhibition spaces on the sidelines of the Congress, including an exhibition area introducing outstanding achievements in science - technology and digital transformation of Ho Chi Minh City in recent times. The Digital Transformation Center, in coordination with the Department of Science and Technology, is completing the exhibition items, ensuring the highest communication efficiency and interactivity, thereby clearly demonstrating the City's spirit of innovation in the technology era.

Before the Congress officially opened, delegates participated in many meaningful activities on October 11 and 12, such as visiting and experiencing the No. 1 urban railway line - a symbol of the transformation in modern urban transport infrastructure; offering incense and flowers at the Hung Kings Monument; visiting Zalo's headquarters at the VNG Campus building and the Ho Chi Minh City Museum of History. The delegations also visited and interacted with the Navy Region 2 Command, visited Gemalink Port, Phu My 3 Specialized Industrial Park, Becamex Binh Duong Industrial Park and the Binh Duong Ward Convention - Exhibition Center.

On the morning of October 13, delegates attended the preparatory session, while the official sessions and closing ceremony will take place on October 14 and the morning of October 15. The first Congress of the Ho Chi Minh City Party Committee has the participation of 550 delegates, including 110 ex-officio delegates and 440 appointed delegates, divided into 12 delegation groups.
