Digital transformation in organizing party congresses at all levels

Bold and creative steps from facial recognition, paperless meeting room applications, document digitization to expanding democracy through online feedback channels of Party committees at all levels have been affirming the superiority and effectiveness of digital transformation in organizing Party congresses at all levels.

This is a fundamental innovation in thinking and methods of organizing the congress, at the same time, demonstrating the determination to implement Resolution No. 57-NQ/TW of the Politburo .

Towards an effective and safe "digital" congress

Implementing Resolution No. 57-NQ/TW of the Politburo , a new highlight in the organization of party congresses at all levels for the 2025-2030 term is to increase the application of technology and digital transformation. At the Party Committees of the Central Party Agencies, digital transformation is applied from document drafting to congress organization, such as "Face ID" facial recognition for delegates; using paperless meeting room applications, integrating draft document content and documents for the congress on the tablets of delegates and guests; contributing to saving preparation time and costs in document drafting compared to previous congresses.

Many provincial and municipal Party Committees across the country have clearly demonstrated their determination to organize a "digital" congress with many initiatives in applying digital technology, ensuring smooth direction from the upper to lower Party Committees. After 2 working days, on September 19, the Lai Chau Provincial Party Congress for the 2025-2030 term successfully completed the proposed contents and programs.

For the congress to be successful, the service work was carefully prepared. Deputy Chief of the Provincial Party Committee Office Nguyen Quang Khai said: “The new point in the service work at this congress is the increased application of digital transformation. Documents and materials are released in the form of e-books for delegates to easily look up; Zalo groups are established according to tasks, programs are updated, tasks are assigned and progress reports are reported online, and any arising issues are promptly handled.”

Many provincial and municipal Party Committees across the country have clearly shown their determination to organize a "digital" congress with many initiatives applying digital technology, ensuring smooth direction from higher to lower Party Committees.

Nghe An province has completed the grassroots and upper-level party congresses as planned, leaving many marks in the organizational work, notably the simultaneous application of the "paperless congress" model.

Ha Tinh province has deployed an automatic roll call application using facial recognition, connecting projection technology, and supporting elections with electronic voting software. Ca Mau province is completing the final preparations to organize the Provincial Party Congress in a "paperless" format; traditional paper documents, texts, and papers are all digitized and monitored on tablets, and artificial intelligence (AI) is applied in synthesizing speeches and discussions.

However, implementing digital transformation in the organization of party congresses at all levels also poses very high requirements for information safety and security. Therefore, it is necessary to pay special attention to ensuring network security systems, monitoring data, and proactively preventing the risk of information leakage.

According to comrade Nguyen Quang Phuc, member of the Standing Committee of the Hai Phong City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the City Party Committee, Head of the Propaganda and Celebration Team of the City Party Congress for the 2025-2030 term, in this congress, Hai Phong pioneered in implementing Resolution No. 57-NQ/TW of the Politburo, carrying out comprehensive digital transformation.

In particular, applying digital technology in the process of preparing and organizing the congress, such as: "Digital Congress" software, automatic roll call software using AI recognition technology; digitizing congress documents and working session documents (except confidential documents), posting on the Digital Congress software. In particular, all processes must ensure absolute safety and information security, in accordance with the provisions of law, the Central Party Office and the Ministry of Public Security.

Increase reach through digital media

Digital transformation has shown clear effects in organizing and running congresses, while opening up new spaces for propaganda, dissemination and dissemination of document contents. Previously, access to documents was mainly through printed documents or direct conferences, but now, thanks to digital media, every party member and citizen can follow and learn about congress information anywhere, at any time.

In fact, in many localities, electronic information pages, information portals of Party committees, and official press-media systems on digital platforms have become channels to quickly and promptly convey the spirit and content of the congress. The forms of expression are also rich and diverse, including: Articles, Infographics, video clips, etc., creating conditions for all classes of people to access, understand and agree with the Party's policies and resolutions.

In Lai Chau, regarding propaganda activities for the Provincial Party Congress for the 2025-2030 term, the Propaganda and Service Subcommittee issued Plan No. 09-KH/TBTT&PV, dated August 14, 2025, emphasizing: In addition to traditional forms deployed at conferences, forums, party activities, unions, and residential areas, vivid and rich propaganda is also organized on the Internet and social platforms.

Hai An Ward Party Committee was chosen as the unit to organize the Party Congress of the ward block of Hai Phong city (taking place from July 22-23). ​​The Ward Party Committee focused on preparing and organizing the congress in accordance with the instructions, applying digital transformation, and paying special attention to propaganda work.

Deputy Secretary of the Ward Party Committee Pham Thi Chuyen said: “Party cells in the ward have deployed propaganda through many diverse forms, especially on mass media and social networking platforms. 100% of Zalo groups of the residential community, Party cells, Facebook of political-social organizations of the ward are used to post news, short clips, and images before, during, and after the congress. The official Fanpage of the Ward Party Committee maintains regular activities, updates and posts many news articles about the congress, and at the same time, spreads information about the organization of party congresses at all levels, towards the 14th National Congress of the Party”.

Digital transformation shows clear effectiveness in organizing and running congresses, while opening up new spaces for propaganda, dissemination and dissemination of document content.

Digital transformation is an inevitable requirement to improve the quality, efficiency, democracy and modernity in the organization of Party congresses at all levels. This is also a concrete demonstration of the Party's determination to innovate leadership methods, build an increasingly clean and strong Party, meeting the requirements of national development in the new era.
