National Assembly Chairman: Strengthen state management of prices

Chaired by National Assembly Chairman Tran Thanh Man , today (October 9), the National Assembly Standing Committee gave opinions on a number of important laws, preparing for the 10th session of the National Assembly.

Commenting on the draft Law amending and supplementing a number of articles of the Law on Prices, delegates basically agreed on the amendment as proposed by the Government , ensuring implementation according to the 2-level local government model. However, the regulation on transferring price stabilization from the district level to the commune level needs to be considered to ensure feasibility.

According to delegates, prices of raw materials and living expenses are often a problem of a large area, including one or many provinces, not limited to one commune; it is recommended that the drafting agency study the mechanism of authorization or linkage of price management between the commune and provincial levels; at the same time, supplement regulations on coordination responsibilities between relevant departments, branches and commune-level authorities in organizing price stabilization.

Speaking, National Assembly Chairman Tran Thanh Man emphasized that in recent years, ensuring the goal of macroeconomic stability and controlling inflation has had an important contribution from the Law on Prices. This amendment must be consistent with the implementation of decentralization, delegation of power and major orientations.

"This law must focus on perfecting the socialist-oriented market mechanism; strengthening state management of prices and price appraisal; at the same time protecting consumer rights, stabilizing management and regulating prices. The State must always manage the market and not let prices increase. If prices increase, the State must take responsibility. Our mechanism is a market economy with state management in a socialist orientation, under the leadership of the Party. We must always thoroughly understand this issue," National Assembly Chairman Tran Thanh Man stated.

Giving opinions on the draft Law amending and supplementing a number of articles of the draft Law on Technology Transfer this afternoon, the National Assembly Chairman emphasized that the main goal of this amendment is to promote endogenous and commercialization of scientific research results, while increasing the attraction of foreign direct investment and high technology into Vietnam.

The National Assembly Chairman proposed amending the law to promote endogeneity by granting ownership of research results, integrating strong tax and capital incentives for businesses, making the technology market transparent and professional, including the construction of trading floors; in addition, it is necessary to synchronously complete related laws, simplify administrative procedures and build a mechanism to measure the effectiveness of technology transfer activities to ensure feasibility and international integration.

Today, the National Assembly Standing Committee also gave opinions on the draft Law amending and supplementing a number of articles of the Law on Statistics and the handling of land rental debt of public service units.
