BTO-That is the opinion of Delegate Nguyen Huu Thong - Deputy of the National Assembly Delegation of Binh Thuan province, speaking this morning (June 7) to the National Assembly at the 7th session, 15th term on the draft Resolution on organizing urban government and piloting a number of special mechanisms and policies for the development of Da Nang city.
According to Mr. Thong, the draft Resolution on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, the issuance of the draft Resolution aims to create specific mechanisms and policies of outstanding and breakthrough nature, to support the promotion of city development to achieve the goals set out in Resolution No. 43-NQ/TW and Conclusion No. 79-KL/TW of the Politburo is necessary.
Regarding the pilot policy of establishing a free trade zone in Da Nang (Article 13 of the draft Resolution), our country's laws do not have regulations on the establishment and operation of free trade zones, while this is a fairly popular economic model, applied on a pilot basis by many countries. Creating a pilot application mechanism in Da Nang aims to create a new breakthrough for Da Nang in particular, and at the same time to test the development of a new economic model for our country in general in practice.
However, due to the differences in institutions, geopolitical characteristics and trade development needs of our country with other countries, and this is also the first model without precedent in our country. Therefore, it is recommended that in the process of implementing the policy, there should be a special monitoring mechanism so that we can both do it and promptly evaluate, learn from experience and especially quantify the impacts of this policy to ensure objectivity and comprehensiveness from the implementation practice.
Regarding the policy for developing the field of semiconductors and artificial intelligence (Clause 4, Article 14 of the draft Resolution), the draft Resolution stipulates 4 groups of policies, with one content that is still of concern, which is the policy of directly leasing information infrastructure assets without auction to strategic partners in the field of semiconductors and artificial intelligence. It is allowed to designate bids and purchase specific equipment from strategic partners in the field of semiconductors and artificial intelligence; Incentive policies, content and level of support, support objects, processes and procedures for supporting the use of information infrastructure assets to serve the development of semiconductor microchips, artificial intelligence;... Allowing direct leasing of assets without auction or being allowed to designate bids, purchasing specific equipment from strategic partners in the field of semiconductor microchips, artificial intelligence;... as stipulated in the draft Resolution can shorten the time, procedures, and facilitate implementation. Therefore, it is necessary to have a mechanism for in-depth monitoring and evaluation because in reality, problems may arise related to competitiveness, quality of equipment (because there is no competitiveness) and budget collection (because there is no auction or bidding).
Currently, according to statistics, there are 10 localities that apply special mechanisms according to the National Assembly's resolution, but in reality, many localities still have difficulties and each locality has its own specific characteristics. To avoid the mentality that localities have to compare and contrast in building special policies, which will lead to each locality having its own specific resolution, which will become popular. Therefore, it is recommended that the National Assembly and the Government should soon issue policies and direct the summary of the implementation of special resolutions currently being implemented in localities, in order to promptly evaluate, draw experience, legalize and widely apply them nationwide, or to regions and provinces with similar characteristics for effective policies. To ensure that highly effective policies are widely replicated and promptly amend, supplement or abolish policies that are still inadequate and limited. At the same time, create more motivation, conditions and mechanisms for other localities in the country to develop together.
