Announcement of the list of organizations authorized to organize recycling

Accordingly, based on the application for announcement of authorized organizations to organize product and packaging recycling according to the provisions of Decree No. 08/2022/ND-CP, after reviewing relevant documents, the Ministry of Natural Resources and Environment shall announce the list of authorized organizations to organize product and packaging recycling that meet the requirements specified in Clause 5, Article 79 of Decree No. 08/2022/ND-CP.

According to this list, there are two organizations authorized to organize product and packaging recycling: PRO Vietnam Packaging Recycling Joint Stock Company and Vietnam Association of Motorcycle Manufacturers (VAMM).

The organizations named in the above-mentioned published list are responsible before the law for the information provided; are responsible for properly and fully implementing the provisions of relevant laws;

In case the requirements specified in Clause 5, Article 79 of Decree No. 08/2022/ND-CP are no longer met or there is any change in the information published under this Notice, it is necessary to immediately report in writing to the Ministry of Natural Resources and Environment (through the Legal Department) for updating and adjustment according to regulations.

According to Decree No. 08/2022/ND-CP, in case the manufacturer or importer chooses the form of recycling organization, they will decide on recycling in the following ways: Self-recycling; Hiring a recycling unit to recycle; Authorizing an intermediary organization to organize recycling (authorized party).
The authorized recycling organization must meet the following requirements: Have legal status and be established in accordance with the provisions of law; Not directly recycle and have no ownership relationship with any recycling unit related to the authorized scope; Have at least 3 manufacturers and importers agree to authorize the recycling organization.
