And the way to achieve that is open technology. Open technology is not only open source code, but also open architecture and open standards. And along with open technology is open culture. We all contribute to technology development, share and use technology. And because of that, the price of technology will be cheaper.

Countries can only have digital trust when the technology they use is open. Open technology is so that countries can master the technology they use.

Information technology and digital technology have become the foundation of socio-economic development. The greatest movement in human history is the movement from the real world to the virtual world. But all countries are concerned about cyber security. Digital trust has become a decisive factor for the success of this movement. Countries can only have this trust when the technology they use is open technology. Open technology is so that countries can master the technology they use. It is no longer like before, we buy a 'Black Box' from another country and leave the fate of our country to another country. Currently, many countries have declared to only buy technology when the technology is open, especially when that technology is used to build national infrastructure. Vietnam develops 5G technology based on the open standard Open RAN. Vietnam's 5G network will also use open standards.

The greatest creativity is the creativity of the entire people. And it is this creativity that can solve the problems of each individual, each small organization and each country. No company, no multinational corporation, no matter how large, can solve all problems, meet all changing needs. No one can understand their problems and issues better than themselves, and therefore, we will be the best people to solve our problems. Universal creativity can only happen when technology is open. Open technology will unleash the creative capacity of each individual. Each person stands on the shoulders of others to develop, and from there create a higher level for others. During the covid-19 pandemic, many Vietnamese digital applications, including Bluezone, CoMeet, etc., have been open-sourced or developed very quickly on an open-source platform, meeting very Vietnamese needs, contributing to fighting the epidemic and bringing life to a new normal state.

Data is oil. In the future, most of the values ​​will be created from data. The more data, especially the more different types of data, the greater the opportunity to create new values. The person who owns the data and the person who creates new values ​​from that data are in many cases not the same. Therefore, opening data and open data is decisive in creating new values ​​for the people and the country. The Ministry of Information and Communications has launched the national portal on open data data.gov.vn and currently has over 10,000 data sets.

Research and production of equipment based on open technology will allow technology enterprises to cooperate, combine each other's strengths to go faster, more deeply to make technology more excellent. Vietnam is the 5th country in the world to master 5G equipment, although our starting point is low, very few people, both domestic and foreign, believe that Vietnam can do it. The country's two major technology enterprises, Viettel and VinGroup, after a period of independent development of 5G technology, under the direction of the Ministry of Information and Communications, have agreed to cooperate in developing 5G according to the Open RAN open standard. VinGroup focuses on the radio - hardware part, Viettel focuses on the signal processing - software part, and integrates it into commercial products. This cooperation has accelerated the progress of mastering equipment, as well as combining each other's technological strengths to have internationally competitive 5G equipment. In addition, this combination also adds up the markets of the two groups to create a larger market. In research and production of high-tech equipment, the market plays a role no less than technology.

For a country like Vietnam, if we want to go ahead, we have to stand on the shoulders of others. Choosing to develop open technology, choosing to develop open source software, choosing to open data for individuals and businesses to participate in creating new values ​​is our orientation. With this orientation, Vietnam will develop into a technological country, based on and inheriting human knowledge but also contributing to human knowledge.
