Speaking at the meeting, Director of the State Records and Archives Department Dang Thanh Tung said: Implementing the direction of the National Assembly's leaders, today the State Records and Archives Department handed over the Electronic Document Management software to the Office of the National Assembly. At the same time, he said that, realizing the world's trend of digital transformation and storage since 2018, the State Records and Archives Department has proposed the Ministry of Home Affairs to deploy the construction of a digital document storage system from 2020; and recently, has strongly applied artificial intelligence (AI) to effectively exploit existing data on digital platforms.
Director Dang Thanh Tung hopes that the National Assembly will promote the application and use of AI to review and evaluate the legal system when amending, supplementing, and promulgating new legal documents instead of having specialists conduct manual reviews as before. In fact, with the full application of AI, we are able to complete this work much more quickly. Through that, the law-making process will be shortened, ensuring that there is no overlap between other legal documents after review as well as feasibility during implementation...

Reporting at the meeting, Head of the Department of Service Management and Promotion of Archival Document Value Mai Thi Thu Hien said: Implementing the Regulation on coordination between the Ministry of Home Affairs and the Office of the National Assembly in archiving and promoting the value of archival documents, from 2019 to present, the Department of State Records and Archives has proactively coordinated with agencies of the Office of the National Assembly to carry out the work of archiving documents of the National Assembly, agencies of the National Assembly, agencies under the Standing Committee of the National Assembly and the Office of the National Assembly as well as coordinating in the work of exploiting and promoting the value of archival documents.
In particular, the Department has proactively coordinated with the Administrative Department and the Office of the National Assembly to collect, compile, and catalog documents created during the activities of the National Assembly, agencies of the National Assembly, agencies under the Standing Committee of the National Assembly and the Office of the National Assembly to put into the national archives.

The unit also directed the National Archives Center III to coordinate with the Department of Administration and the Office of the National Assembly in assigning staff to participate in ensuring the storage of documents formed during the activities of the National Assembly, agencies of the National Assembly, agencies under the National Assembly Standing Committee and the Office of the National Assembly, serving the exploitation and use of documents serving the National Assembly sessions, meetings of the National Assembly Standing Committee and other activities of the National Assembly, agencies of the National Assembly, agencies under the National Assembly Standing Committee and the Office of the National Assembly.
To facilitate the exploitation and use of archival documents and the exchange of information and expertise, the State Records and Archives Department regularly coordinates with the Department of Administration and the Department of Information, the National Assembly Library to exchange information, documents, publications, and create conditions for representatives of the parties to attend conferences, seminars, and events on professional and technical activities related to archival work.
The National Archives Centers under the State Records and Archives Department also regularly provide a list of documents and images to serve the units under the Office of the National Assembly for use, promptly serving the activities of the National Assembly, the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, National Assembly deputies and the Office of the National Assembly.

The Department provides archival documents for more than 10 exhibitions and thematic displays during National Assembly sessions, typically: Exhibitions "National Treasures - Collection of Decrees of the Provisional President of the Government of the Democratic Republic of Vietnam"; "The 1st Vietnamese National Assembly Delegation's Friendship Visit to the French Republic in 1946 - Symbol of the Desire for Peace "; "President Ho Chi Minh with the Vietnamese National Assembly"; "The Life and Career of Comrade Nguyen Huu Tho"; "National Assembly Election - National Festival"...
Regarding publications, the State Records and Archives Department has coordinated and provided archival documents for the National Assembly Office to compile the publications "Introducing the Vietnam National Assembly Building" and "50 years of relations between the National Assembly of the Socialist Republic of Vietnam and the National Assembly of the Lao PDR".
In particular, a number of archival documents were selected to be used to design diplomatic gifts from National Assembly Chairwoman Nguyen Thi Kim Ngan to Vietnamese expatriates in France during her official visit to the French Republic in March 2019.
The above results have provided useful information for National Assembly deputies, officials of the National Assembly Office and all people in learning about the formation and development process of the Vietnamese National Assembly...

However, the work of digitizing documents of the National Assembly has only been partially implemented; the forms of promoting the value of documents are still mainly implemented through exhibitions and publication compilations, and the potential of archival documents has not been fully exploited...

Discussing the work of document archiving, Head of the Administrative Department, Office of the National Assembly Do Thi Thanh said that regarding the handover of documents, the Department has submitted documents related to the activities of the National Assembly of the 11th, 12th and 13th terms. However, because the Law on Protection of State Secrets and the Law on Archives have just been amended, supplemented and promulgated, therefore, with the remaining documents, the Department is filtering and reviewing the confidential documents before handing them over to the Department of State Records and Archives, in accordance with the provisions of relevant laws.
Director Do Thi Thanh also requested the State Records and Archives Department to create conditions for its staff to continue supporting the Office of the National Assembly in archiving documents serving National Assembly sessions.
Regarding the storage software to be deployed in the future, the leaders of the Administrative Department requested FPT Corporation to coordinate, accompany, and guide so that the use of the software is smooth and effective...

Speaking at the meeting, Deputy Head of the Office of the National Assembly Nguyen Manh Hung highly appreciated the work of state documents and archives, both at the central and local levels. The Deputy Head of the Office of the National Assembly pointed out that many years ago, the work of archives from the central to local levels had developed very strongly; localities had proactively built archive centers under the Department of Home Affairs, thereby showing the importance of the work of documents and archives.
In the work of documents and archives, the Office of the National Assembly and the Ministry of Home Affairs signed an agreement in 2019. After 6 years of implementation, the Deputy Head of the Office of the National Assembly suggested reviewing and supplementing this Coordination Regulation, ensuring its completeness and suitability with the new era - the era of information technology, digitalization, and AI application.

Immediately after receiving the handover, Deputy Head of the Office of the National Assembly Nguyen Manh Hung requested the receiving unit of the Office of the National Assembly to exploit and use the software effectively, preserve and maintain the archived software documents in a systematic manner. During the exploitation process, focus on applying AI to the document archiving work of the Office of the National Assembly.
Regarding legal procedural problems, the Working Group will fully absorb them and report to the National Assembly leaders for consideration and resolution in the coming time.
