Promoting public-private cooperation in infrastructure development, logistics, and new energy

(HTV) - The development of the private economy associated with the public-private partnership (PPP) model is opening up opportunities to realize strategic infrastructure projects, especially in key areas such as seaports, logistics and new energy.

Experts say that Vietnam is facing a ripe opportunity to realize the model of "working together, sharing responsibility".

Ho Chi Minh City can develop into an international maritime center.

At the second thematic session of the Vietnam Private Economic Panorama Model (ViPEL), many key proposals were put forward, notably the two projects “International Maritime Center in the new Ho Chi Minh City” and “Development of Waterway Transport”.

Mr. Pham Quoc Long - Deputy General Director of Gemadept Joint Stock Company, Chairman of Vietnam Maritime Agents, Brokers and Services Association (VISABA) emphasized: "With 60% of the country's cargo passing through Ho Chi Minh City, this is clearly the foundation for the city to become a regional and world maritime center. At the same time, promoting waterway transport will contribute to reducing logistics costs and greening the economy, in line with international commitments".

Similarly, Mr. Tran Khanh Hoang - Deputy General Director of International Transport and Trade Joint Stock Company (ITC) affirmed the importance of infrastructure in the two-way relationship with economic development: "Infrastructure is the premise for logistics development, and vice versa, the economy cannot accelerate without a strong enough seaport and logistics system, especially in economic centers such as Ho Chi Minh City, Hai Phong and the Northern region".

For large infrastructure projects to be implemented effectively, many businesses agree that a clear and transparent cooperation mechanism between the public and private sectors is needed.

Mr. Dang Vu Thanh - General Director of Southern Logistics Joint Stock Company (Sotrans), shared:

Private enterprises need a clear, fair and substantial working environment. The spirit of companionship from the State in recent times has had many positive signals, creating trust for the business community.

The development of the private economy associated with the public-private partnership model is opening up opportunities to realize projects.

In particular, according to Ms. Pham Thi Ngoc Thuy - Director of Office IV - Agency under the Government's Advisory Council for Administrative Procedure Reform, the breakthrough point of the new mechanism is to overcome the "ask - give" mindset, replacing it with "working together, sharing responsibility":

To be successful, there must be an initial commitment from all parties on goals, methods, specific responsibilities and regular monitoring. That is the main content of the public-private model of nation building.

ViPEL will announce a list of model PPP projects in 2025

According to the plan, from 2025, ViPEL will officially announce the list of key projects under the public-private partnership model for nation building. These will be exemplary projects, demonstrating the spirit of working together, sharing risks and taking responsibility together.

Comments from the business community will continue to be heard and reflected at the first Panorama of Vietnam's Private Economy Program, scheduled to take place on October 10 in Hanoi, with the participation of Party and Government leaders and hundreds of large and small private enterprises across the country.
