Danh Khoi proposed to remove the problem of granting "red books" at Nhon Hoi New City
Regarding the failure to issue Land Use Right Certificates to customers (1,960 land lots) at Nhon Hoi New City Project, Danh Khoi Company requested Binh Dinh province to carry out the procedures applied to 2,522 land lots in 2022.

Mr. Le Thong Nhat, General Director of Danh Khoi Holdings Investment Joint Stock Company (abbreviated as Danh Khoi Company) signed a document to send to the Management Board of Binh Dinh Economic Zone to report on difficulties related to the issuance of Land Use Right Certificates at the Urban Development Investment Project of Sub-areas 2, 4, 9 of Nhon Hoi Eco-tourism Urban Area, Nhon Hoi Economic Zone (commercial name Nhon Hoi New City).
According to Danh Khoi Company, Phat Dat Real Estate Development Joint Stock Company (abbreviated as Phat Dat Company) was approved by the People's Committee of Binh Dinh province to transfer land use rights (with invested technical infrastructure) to people to build their own houses in the form of dividing and selling land plots with a total of 4,733 plots of land.
On this basis, Phat Dat Company signed a contract to transfer land use rights for 4,730 land lots and handed over all land use right certificates (in the name of Phat Dat Company) to Danh Khoi Company to carry out the transfer and registration of ownership transfer to the purchasing customers.
After that, Danh Khoi Company transferred land use rights to customers who wanted to invest and live in the project.
Since 2022, Danh Khoi Company has submitted registration and transfer documents to the Land Use Rights Registration Office of Binh Dinh province; declared and paid taxes according to regulations and completed the issuance of Land Use Rights Certificates to customers corresponding to 2,522 land lots (out of a total of 4,482 land lots transferred to customers).
However, by the end of 2023, the issuance of Land Use Right Certificates to individuals will be delegated by the Department of Natural Resources and Environment of Binh Dinh to the Branches of the Land Registration Offices at the city, district, and town levels.
Danh Khoi Company said that through discussions with the branches of the Land Registration Office at the city and district levels, the application for transferring the Certificate of Ownership to customers has not been processed according to the same procedures as at the Land Registration Office of Binh Dinh province.
Therefore, Danh Khoi Company recommends that the Economic Zone Management Board support and submit to the Provincial People's Committee to direct relevant agencies to promptly receive documents and handle procedures for granting Certificates to customers similar to what was done in the previous stage to contribute to stabilizing customer psychology and creating resources for businesses to continue carrying out investment activities in the locality.
“As soon as the legal problem is considered and resolved by the competent authority, Danh Khoi Company commits to focus and prioritize all available resources to complete the issuance of Certificates to customers as committed at the working session on August 23, 2024,” the General Director of Danh Khoi Company committed.
Regarding the investment in the construction of plots not subject to subdivision and sale in the above project (plot code ODV and BT), Danh Khoi Company commits to coordinate with Phat Dat Company, focusing resources to complete the design of 131 house models in the fourth quarter of 2024; carry out the design work and complete legal procedures to qualify for construction in the fourth quarter of 2025.
Phat Dat Company is the investor of 3 projects including Urban Development Investment Project in Sub-area No. 2, Sub-area No. 4 and Sub-area No. 9, belonging to Nhon Hoi Eco-tourism Urban Area (Nhon Hoi Economic Zone). These 3 projects have a total area of over 116 hectares, with a total investment capital of 16,429 billion VND.
The project was approved in principle by the People's Committee of Binh Dinh province in 2019. Up to now, the investor has basically completed the technical infrastructure framework; the remaining works such as apartments and villas have not been built and there are still no residents living in the project.
In the Government Office report in December 2023, regarding these 3 projects, Binh Dinh Provincial People's Committee identified "the investor is slow to implement".
