"Boost" for private economic development (Part 2)

Part 2: Historical milestones for the development of the private economy

With its core strategic content and high determination from the central to local levels, Resolution 68 is a premise to affirm the increasingly strong role and position of the private economic sector (PES) in the country's modernization and international integration process.

Resolution 68 has historical significance and opens up many expectations for the private economic sector. Not only does it create new confidence and momentum for the business community, it also creates a driving force to urge the determination to innovate from Party committees at all levels.

Resolution 68 emphasizes: “In the socialist-oriented market economy, the private economy is the most important driving force of the national economy, the pioneering force promoting growth, creating jobs, improving labor productivity, national competitiveness, industrialization, modernization, restructuring the economy towards green, circular, and sustainable direction”. Thus, the private economy is no longer a “supplement” but is affirmed to be an important driving force of the economy. This is a fundamental change in thinking, reflecting the Party's strategic vision in the context of Vietnam entering a new stage of development: promoting industrialization and modernization; participating deeply in the global value chain.

After more than 35 years of innovation, the private economic sector has demonstrated its strong vitality: contributing more than 40% of GDP, creating jobs for tens of millions of workers. For Dak Lak , in just the first 6 months of 2025, the province's total budget revenue reached more than 8,700 billion VND, of which the private sector contributed over 26%. This sector has also created jobs for more than 31,600 workers. Many enterprises have taken advantage of this advantage, expanded their markets, deeply integrated into the international economy and played a key role in the province's import-export activities.

We hope that the reform commitments will be implemented quickly, helping businesses have easier access to land, capital and markets. Because when the State plays a creative role and businesses promote the spirit of innovation and social responsibility, the private economic sector will be strong enough to become a pillar along with the state economy and collective economy to lead the country's sustainable development.

In a recent conference on private economic development, Prime Minister Pham Minh Chinh affirmed: The State must play a role in creating and serving, not rigidly intervening in administration or doing things on behalf of businesses. All policies must take people and businesses as the center, as the objects of service. The government must shift from a management and control mindset to a companion mindset, creating conditions for private businesses to truly become an important driving force of the economy.

Immediately after Resolution 68 was issued, the Government developed Resolution 138 on the Government's Action Plan, setting the target that by 2030, the private economic sector will contribute about 55 - 58% of GDP and have 2 million operating enterprises. Ministries, branches and localities have joined in, concretizing it with action plans, reforming administrative procedures, and creating an open investment environment.

In Dak Lak, a land rich in potential after the province's merger, the participation is clearly shown through Plan 10-KH/TU dated August 12, 2025 of the Provincial Party Committee on implementing Resolution 68. The province sets a target that by 2030, there will be over 29,000 enterprises operating in the area, contributing 55 - 58% of GRDP; by 2045, there will be at least 53,000 enterprises, contributing about 60% of GRDP.

To realize the goals, the plan has set out 8 groups of key tasks and solutions. First of all, it is to innovate thinking, create high unity in perception and action; arouse the nation's belief and aspiration to rise up, form new impulses and momentum for the development of the private economy. At the same time, it is necessary to continue to promote reform, improve and enhance the quality of institutions and policies; ensure ownership rights, property rights, freedom of business, fair competition and contract enforcement.

The Provincial Party Committee also focuses on creating conditions for the private sector to more effectively access resources of land, capital, and high-quality human resources; promoting the application of science and technology, innovation, digital transformation, green transformation, towards sustainable development. Along with that are practical support policies for small and micro enterprises and business households; encouraging and promoting business ethics and social responsibility; arousing the spirit of entrepreneurship, creating a favorable environment for the business community to participate deeply in the process of governance and development of the country.

Based on the Central resolutions and the provincial plan, the provincial Party committees have developed specific plans, clearly assigning responsibilities to each agency and unit according to the "6 clear" principle (clear people, clear work, clear authority, clear responsibility, clear time and clear results) so that Resolution 68 can quickly be put into practice.

According to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ta Anh Tuan, the Provincial People's Committee has directed departments, branches and associations to organize many forums and business conferences. This is also an important bridge between businesses and the government. Thereby, the provincial leaders listen, answer questions and guide businesses to develop in the new situation. In addition, the departments and branches have also organized propaganda activities, guided some new regulations and created conditions for businesses in the area to participate in conferences to display and introduce products. The provincial leaders committed to accompany and promptly remove difficulties so that businesses can feel secure in investing in production and business.

After nearly 5 months of implementing Resolution 68 in the province, there have been very positive initial results. Propaganda work has been carried out more synchronously; awareness and actions of officials, enterprises and people have changed significantly; the number of newly established business households and enterprises has increased, many temporarily suspended enterprises have also returned to operation. In particular, many enterprises have boldly proposed large and important projects such as: Hoa Tam Industrial Park Infrastructure Investment and Construction Project - Phase 1; Bai Goc Port Investment and Construction Project; Phu Yen High-Tech Industrial Park Infrastructure Investment and Construction Project... Departments, branches and localities have coordinated more closely with each other in resolving difficulties and problems of enterprises.
