In response to the opinion that requiring people to submit photocopies of red books and citizen identification cards may violate the provisions of Decree No. 118/2025/ND-CP of the Government on implementing administrative procedures under the one-stop mechanism, Deputy Director of the Department of Land Management ( Ministry of Agriculture and Environment ) Mai Van Phan said: "This is not an activity to carry out administrative procedures, but a coordination to complete the national database on land, serving the implementation and settlement of procedures related to land, creating favorable conditions for people and businesses".
Data collection is an important step in the 90-day peak campaign to enrich and clean up the national land database, which is being deployed nationwide by the Ministry of Public Security , the Ministry of Agriculture and Environment and localities from September 1 to November 30, 2025.
To facilitate the implementation of this campaign, it is necessary for people who are using land and owning assets attached to land to participate in providing and verifying information. This is an important step for the State and people to complete the national database on land, serving the implementation and settlement of administrative procedures on land and other online public services in the electronic environment.
Explaining further about the request to collect copies of red books in the campaign, according to Mr. Mai Van Phan: The work of registering and issuing red books has gone through many stages with different regulations. There was a period when the red book only recorded the name of the household owner, without the ID number, or was only based on a temporary map...
In addition, citizen identification cards have also been issued over many different periods, from 9-digit ID cards, 10-digit ID cards to the current 12-digit chip-embedded citizen identification cards. In many cases, land users arbitrarily transfer or change the purpose of use, or have not completed inheritance procedures, leading to information and data not being synchronized.
In many cases, in some localities, natural disasters, especially floods and flash floods, have damaged red book files and documents, making it difficult to compare and verify information.
Therefore, collecting copies of red books is necessary to review, compare, clean and enrich land data. This is not only the task of the management agency, but also requires the participation of the entire political system and the people.
However, Mr. Phan also commented that during the implementation process, some places did not have specific instructions, were still confused in directing, or imposed methods, causing people to not clearly understand the purpose and implementation methods. This was mainly a problem in the implementation organization stage.
In response to people's complaints about being asked to photocopy or notarize land use right certificates, Mr. Mai Van Phan affirmed: People only need to provide copies of certificates and citizen identification cards when requested by the working group without having to notarize them.
Will build a utility on VNeID application for people to provide red book information themselves
A representative of the Department of Land Management also said that the Ministry of Agriculture and Environment is coordinating with the Ministry of Public Security to build a utility on the VNeID application so that people can provide information themselves and check and verify information on red books and identity cards.
Mr. Mai Van Phan said that through monitoring in localities, during the campaign implementation, there were a number of cases where land users were not in the area, mortgaged, or even not in the country... leading to difficulties in collecting copies of red books.
To solve this problem, the Department of Land Management is coordinating with the Department of Digital Transformation (Ministry of Agriculture and Environment) and the Department of Administrative Police for Social Order (C06, Ministry of Public Security) to build a utility on the VNeID application so that people can self-declare their red book on this application and do not need to submit a copy of the red book and citizen identification card.
The campaign to enrich and clean up the land database aims to build a "correct - sufficient - clean - alive - unified - shared" information system, serving transparent and effective state management, while creating convenience for people and businesses when carrying out administrative procedures on land on the National Public Service Portal.
