Emulation Cluster No. II includes 6 People's Court units of the provinces: Dien Bien, Son La, Phu Tho, Lao Cai, Lai Chau and Tuyen Quang. In 2025, the units in the Emulation Cluster proactively developed plans, launched and organized effective emulation movements in batches and on specialized topics, closely following the political tasks of the Court and the reality in each locality. The quality of the movements has been gradually improved, contributing to the excellent completion of the task of resolving and adjudicating the proposed types of cases.

In 2025, the People's Court in the Emulation Cluster handled 39,141 cases of all kinds; resolved 37,556 cases (reaching 95.95%). The cases ensured the right people, the right crimes, and the right laws were tried, with no wrongful convictions or missed crimes. Many major and key cases of particularly serious nature related to drugs, violations of human life, etc. were brought to trial promptly and in accordance with the law. The enforcement of criminal judgments was focused on; effective judgments were executed promptly and in accordance with the law. With that result, many collectives and individuals in the Cluster were commended and rewarded at all levels.

In 2026, Emulation Cluster No. 2 will continue to strengthen leadership and direction on emulation work according to the guidance of the Supreme People's Court; well organize emulation movements by theme and by period. The key goal is to strive to complete professional tasks well, improve the quality of adjudication, resolve all types of cases and exceed the registered emulation targets; build strong agencies and organizations; maintain and carry out well social activities, and repay gratitude.
Comrade Vang Van Hiep - Deputy Chief Justice of Lai Chau Provincial People's Court approved the summary report on emulation and reward work in 2025.
Participating in the conference, delegates focused on contributing ideas to complete the draft Summary Report on the work of TĐKT in 2025 and proposed that the Supreme People's Court supplement funding for TĐKT work; organize training on TĐKT work and promptly issue guiding documents on emulation work to ensure unified application.

At the conference, the Government's Emulation Flag was voted to be honored and awarded to the provincial-level People's Court of Lai Chau province and to the regional-level People's Court of Region IV of Lao Cai province; the Head of the Cluster in 2026 was elected to the People's Court of Phu Tho province, the Deputy Head of the Cluster in 2026 was the People's Court of Son La province; the content was approved and the Emulation Covenant in 2026 was signed.
