Connecting administrative procedures on granting licenses for karaoke business conditions contributes to promoting the modernization of public administration.

Implementing the Law on Promulgation of Legal Documents (VBQPPL) in 2025, the Ministry of Culture, Sports and Tourism has chaired and coordinated with ministries, branches and localities to develop a draft Decree regulating the electronic interconnection of administrative procedures: Establishing business households - Issuing certificates of eligibility for security and order - Issuing licenses of eligibility for karaoke business to submit to the Government according to simplified procedures.

Regarding the political and legal basis, Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and guidelines to proactively participate in the Fourth Industrial Revolution identifies the core content of our country's policy to proactively participate in the Fourth Industrial Revolution as promoting the development of science, technology and innovation in all sectors and fields and promoting national digital transformation, focusing on developing the digital economy, building smart cities, e-government, moving towards digital government; one of the policies and guidelines to promote digital transformation is "Completing administrative processes and procedures in line with the activities of digital government, minimizing direct transactions".

On that basis, the Government issued the Action Program to implement Resolution No. 52-NQ/TW, and at the same time, the Prime Minister issued Decision No. 749/QD-TTg dated June 3, 2020 approving the "National Digital Transformation Program to 2025, with a vision to 2030", which sets the goal by 2030 to "Provide 100% of level 4 online public services on various access devices, including mobile devices; process 100% of work records at ministerial and provincial levels in the network environment; ...".

Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on performing administrative procedures in the electronic environment is the legal framework for performing full-process online administrative procedures. Decree No. 45/2020/ND-CP clearly stipulates that "performing administrative procedures in the electronic environment has the same legal value as other forms as prescribed by law", with the goal of maximizing the steps of performing administrative procedures in the electronic environment to save time, costs, and efforts of organizations, individuals, and competent authorities".

Decree No. 96/2016/ND-CP dated July 1, 2016 of the Government stipulating security and order conditions for a number of conditional investment and business sectors and occupations (amended and supplemented by Decree No. 56/2023/ND-CP dated July 24, 2023); Decree No. 54/2019/ND-CP dated June 19, 2019 of the Government stipulating conditions for karaoke service business (amended by Decree No. 148/2024/ND-CP dated November 21, 2024); Decree No. 168/2025/ND-CP dated June 30, 2025 on business registration regulating the registration of business households.

In terms of practical basis, according to preliminary statistics, administrative procedures directly related to karaoke service business establishments, each year there are about 869 applications for new licenses to qualify for karaoke service business.

Administrative procedures: Establishing a business household - granting a Certificate of eligibility for security and order - granting a License of eligibility for karaoke business are currently regulated in different legal documents; these administrative procedures are carried out separately at different agencies or are carried out in a direct manner (paper documents); the transfer of documents between agencies (Finance, Police, Culture) is still done manually, taking a lot of time and money, with a lot of paperwork, causing inconvenience to organizations and individuals when performing.

Implementing electronic interconnection for group 03 administrative procedures: Establishing a business household - Issuing a Certificate of eligibility for security and order - Issuing a License of eligibility for karaoke business, aiming to improve the quality of service for people when using public services as well as improve the efficiency of state management. At the same time, simplifying administrative procedures based on electronic interconnection and reusing data in the direction that people only need to go to one contact point to submit documents and receive results; not having to declare many times, eliminating duplicate declaration information fields, contributing to creating favorable conditions for people and businesses to soon enjoy the practical results of digital transformation.

However, up to now, there has been no official legal basis to implement the electronic interconnection process for the above-mentioned group of 03 administrative procedures. Therefore, the development of a draft Decree clearly stipulating the contents: scope, subjects of application, principles, order, procedures for implementing electronic interconnection, responsibilities of ministries, branches and localities is really necessary to create a legal corridor to promote the application of information technology, sharing information and interconnecting data through the National Public Service Portal, meeting the requirements of state management.

The Draft Decree focuses on clearly defining the following contents: scope, subjects of application, principles, order, procedures for implementing electronic interconnection, responsibilities of ministries, branches and localities.

In particular, regarding the scope of regulation: This Decree stipulates the implementation of electronic interconnection of administrative procedure groups: Establishing business households - granting Certificates of eligibility for security and order - granting Licenses of eligibility for karaoke service business; responsibilities of agencies, organizations, business households, and individuals in performing administrative procedures.

Subjects of application: This Decree applies to agencies, organizations, business households, and individuals involved in the implementation of the electronic interconnection process for the group of administrative procedures: Establishing a business household - granting a Certificate of eligibility for security and order - granting a License of eligibility for karaoke service business.

The determination of the scope for electronic interconnection of procedures related to karaoke services in the draft Decree, based on the relevance and interdependence in a certain field, clearly demonstrates the Government's viewpoint in implementing digital transformation, applying information technology, simplifying administrative procedures, creating favorable conditions for organizations and individuals to develop production and business and promote economic growth in Vietnam.

The Decree applies to agencies, organizations, business households, and individuals involved in the implementation of the electronic interconnection process for groups of administrative procedures; individuals and organizations that require single administrative procedures must comply with specialized legal regulations. This is one of the regulations that gives people the right to choose the method of performing administrative procedures.

In terms of benefits, the Decree will help people and businesses benefit from significant time savings. Total processing times will be reduced due to the elimination of duplicate steps and manual transfers. An assessment has shown the potential for a 10-30% reduction in processing times. Travel and waiting times at administrative centers will also be reduced.

In terms of costs, there will be a reduction in direct costs such as printing, photocopying, and travel expenses. Indirect costs related to delays and administrative burdens will also be reduced.

Increased transparency and predictability. Applicants will have a clearer view of the status of their application at every stage across all interconnected procedures. This also reduces the opportunity for subjective interpretation or unofficial charges.

Convenience and accessibility are greatly improved. The ability to apply 24/7 from anywhere with an internet connection will become a reality. The application process is simplified with pre-filled data and clear instructions.

Finally, the business environment will be improved. This will make it easier and faster to start and operate a business, especially in conditional industries such as karaoke, promoting economic activity. This will also contribute to creating a more competitive and attractive investment environment.

For state management agencies, state management agencies will achieve higher administrative efficiency. The workload related to repetitive data entry and physical document processing will be reduced. Internal processing and coordination between agencies will also be faster.

Data quality and management have been significantly improved. This ensures consistency and accuracy of data across different ministries by leveraging authoritative sources such as the National Population Database and standardised data exchange. It also facilitates better data analysis for policy making, planning and implementation.

Enhanced monitoring and compliance capabilities. Access to comprehensive real-time business information enables more effective monitoring of compliance with security, order and business conditions. Identification of non-compliant entities or fraudulent activities is also better.

Resource optimization is another important benefit. Government agencies can reallocate human resources from routine administrative tasks to more complex policy, inspection and enforcement functions.

The modernization of public administration is also promoted. This initiative positions Vietnam as a leader in digital governance in the region, in line with national digital transformation goals.

On the socio-economic front, reducing barriers to entry and operation will stimulate economic growth, encourage entrepreneurship and investment in the service sector. Easier business establishment can lead to more business households, thereby creating more job opportunities. A more transparent and compliant business environment can also lead to better tax collection. At the same time, creating public trust in government services and demonstrating the government's commitment to serving citizens and businesses effectively, making an important contribution to promoting socio-economic development, widely applying digital technology, ensuring development.
