Draft Political Report to be submitted to the 14th National Party Congress for public opinion

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Congress of the Party, to solicit comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and the people. The time for collecting comments from the people is from October 15 to November 15, 2025.

The Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party, titled: “Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national growth for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism.”

The Draft Political Report stated: The 14th National Congress of the Party takes place in a rapidly changing international and regional context with many instabilities, uncertainties, and very complex and unpredictable developments. After 40 years of renovation, the country's foundation, potential, position and international prestige have been raised to a new level. With the motto of Solidarity-Democracy-Discipline-Breakthrough-Development, the Congress determines the thinking, vision, and strategic decisions for us to firmly move forward in the new era, successfully implementing the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930-2030); realizing the development vision by 2045, celebrating the 100th anniversary of the founding of the Socialist Republic of Vietnam (1945-2045).

The Draft Political Report includes 15 sections:

- ASSESSING THE IMPLEMENTATION OF THE 13TH PARTY CONGRESS RESOLUTION AND THE COUNTRY'S PROSPECT AFTER 40 YEARS OF RENEWAL;

- VIEWPOINTS AND GOALS OF NATIONAL CONSTRUCTION AND DEVELOPMENT IN THE NEW PERIOD;

- CONTINUE TO BUILD AND PERFECT THE INSTITUTIONAL SYSTEM FOR THE RAPID AND SUSTAINABLE DEVELOPMENT OF THE COUNTRY;

- ESTABLISHING A NEW GROWTH MODEL, RESTRUCTURING THE ECONOMY, PROMOTING INDUSTRIALIZATION AND MODERNIZATION, TAKING SCIENCE, TECHNOLOGY, INNOVATION AND DIGITAL TRANSFORMATION AS THE MAIN DRIVING DRIVERS;

- STRONGLY AND COMPREHENSIVELY DEVELOP VIETNAMESE CULTURE AND PEOPLE;

- BUILDING A MODERN NATIONAL EDUCATION SYSTEM, ON REACH OF THE REGION AND THE WORLD;

- BREAKTHROUGH IN DEVELOPMENT OF SCIENCE, TECHNOLOGY, INNOVATION AND NATIONAL DIGITAL TRANSFORMATION;

- MANAGING SUSTAINABLE SOCIAL DEVELOPMENT; ENSURE PROGRESS, SOCIAL EQUITY, AND CARING FOR PEOPLE'S LIVES;

- MANAGE AND USE RESOURCES EFFICIENTLY, PROTECT THE ENVIRONMENT, PROACTIVELY ADAPT TO CLIMATE CHANGE;

- STRENGTHEN NATIONAL DEFENSE AND SECURITY; BUILDING A REVOLUTIONARY, REGULAR, ELITE, MODERN PEOPLE'S ARMY AND PEOPLE'S PUBLIC FORCE; FIRMLY PROTECT THE SOCIALIST FATHERLAND OF VIETNAM;

- PROMOTE THE SYNCHRONOUS AND CREATIVE IMPLEMENTATION OF FOREIGN AFFAIRS ACTIVITIES AND DEEP, COMPREHENSIVE AND EFFECTIVE INTERNATIONAL INTEGRATION;

- STRONGLY PROMOTE THE ROLE OF THE PEOPLE, SOCIALIST DEMOCRACY, THE STRENGTH OF THE PEOPLE AND THE GREAT NATIONAL UNITY BLOCKS;

-CONTINUE TO PROMOTE THE BUILDING AND PERFECTING OF THE SOCIALIST RULE OF LAW STATE OF VIETNAM;

- CONTINUE TO PROMOTE THE BUILDING AND RECTIFICATION OF A COMPREHENSIVELY CLEAN AND STRONG PARTY; IMPROVE THE PARTY'S LEADERSHIP, GOVERNANCE CAPACITY AND FIGHTING STRENGTH;

- KEY TASKS AND STRATEGIC BREAKTHROUGH.

Strategic focuses and breakthroughs

The Draft Political Report outlines key tasks and strategic breakthroughs. Accordingly, the key tasks include:

(1) Focus on prioritizing the synchronous construction of development institutions, focusing on the legal system, mechanisms and policies to promptly and thoroughly remove bottlenecks and bottlenecks, promote innovation, ensure synchronization and harmony between growth and development; between economy , society, environment and national defense, security and foreign affairs; between innovation and institutional improvement with focused and comprehensive transformations in all fields, in accordance with the 3-level government model, meeting the requirements of rapid and sustainable national development in the new era.

(2) Continue to promote the building and rectification of a clean and strong Party and political system in all aspects; synchronously innovate methods and improve the capacity for self-innovation and self-improvement to enhance the effectiveness and efficiency of the Party's leadership and governance over the State and society, especially in building a socialist rule-of-law State. Effectively deploy the organization of the political system apparatus according to the new model to ensure smooth operation, meeting the requirements of the task of rapid and sustainable national development.

Continue to strongly innovate the work of cadres to ensure substance and effectiveness, especially the work of cadre appraisal and evaluation. Build a contingent of cadres at all levels who are truly virtuous and talented, constantly self-renovating, and up to the task. Strengthen control of power in the Party and State; continue to promote the fight against corruption, waste, and negativity; consolidate the people's trust and attachment to the Party, State, and socialist regime.

(3) Promote the development of a modern socialist-oriented market economy, international integration, meeting the requirements of developing new productive forces; develop the state economy to truly play a leading role, develop the private economy as the most important driving force of the economy; establish a new growth model, restructure the economy, promote industrialization and modernization, take science , technology, innovation and digital transformation as the main driving force, associated with ensuring macroeconomic stability, improving productivity, quality, efficiency, added value and competitiveness of the economy. Promote the development of new productive forces and production methods, focusing on developing the digital economy, green economy, circular economy, building a digital society, friendly to the ecological environment.

(4) Focus on implementing breakthroughs in science, technology, innovation and digital transformation to create a foundation for developing new and modern production forces, prioritizing the development of a number of strategic industries and technologies, focusing on artificial intelligence; promote training and use of high-quality human resources, creating key driving forces to improve productivity, quality, efficiency, added value, and competitiveness of products, businesses and the economy.

(5) Developing human resources and culture truly becomes the foundation, endogenous strength, and great driving force for the country's rapid and sustainable development. Building a modern national education system, on par with the region and the world, focusing on improving the quality of education and training. Continuing to innovate social management methods and sustainable social development management; effectively resolving social policies, ensuring security, social welfare, safety, and security for the people, especially policy beneficiaries, vulnerable groups, and the labor force in the informal sector, in accordance with Vietnam's conditions.

(6) Continue to build a revolutionary, disciplined, elite, modern People's Army and People's Public Security force to firmly protect the independence, sovereignty, unity and territorial integrity, seas and islands of the country. Promote the synchronous, creative and effective implementation of foreign affairs; enhance and promote the role of Party foreign affairs, State diplomacy and people's diplomacy in creating a peaceful, stable, friendly and cooperative environment, creating a favorable environment for national development.

The Draft Political Report clearly states that the strategic breakthroughs identified in the Documents of the 13th National Party Congress have guiding value for the entire 2021-2030 period. However, to meet the requirements of rapid and sustainable national development, the 2026-2030 term will focus on the following key contents:

(1) Strong breakthroughs in development institutions, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, the State's policies and laws to unblock, liberate and effectively promote all resources; promote decentralization and delegation of power in management and development administration between the Central and local levels, promote the role of autonomy and self-responsibility of localities; promote breakthroughs in science, technology, innovation and digital transformation to serve and create development; promote private economic development; build a new startup ecosystem; develop new productive forces, new production and business models and methods.

(2) Focus on restructuring and improving the quality of human resources, developing high-quality, highly qualified human resources; promote the attraction and use of talents; encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest. Strongly innovate cadre work, ensure objectivity, democracy, substance, and effectiveness, especially the work of appraisal and evaluation of cadres in accordance with the policy of "some in, some out," "some up, some down." Build a team of leaders and managers at all levels of the political system, especially strategic and grassroots cadres who are truly exemplary, have advanced thinking and management capacity, suitable for the new organizational model and the country's breakthrough development requirements.

(3) Continue to synchronously improve and make strong breakthroughs in building socio-economic infrastructure; especially multi-modal transport infrastructure, technological infrastructure serving the management, governance and development creation process, infrastructure serving digital transformation, green transformation, energy transformation, and climate change adaptation.

Our country has truly entered a new era - the era of national development, for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily moving towards socialism. Our entire Party, people and army have promoted the spirit of patriotism, the aspiration for development, the strength of the people and the great national unity; combined national strength with the strength of the times, strongly innovated thinking; synchronously and effectively implemented strategic decisions; determined to successfully implement the Resolution of the 14th National Party Congress; turned our country into a developing country with modern industry and high average income by 2030; practically celebrated the 100th anniversary of the Party's founding; Realize the vision by 2045, the 100th anniversary of the country's founding, becoming a developed, high-income country with a socialist orientation, standing shoulder to shoulder with the world powers as the wish of beloved President Ho Chi Minh and the aspiration of our entire nation.
