Reviewed 66 officials under the authority of the Chairman of Can Tho City People's Committee

The Chairman of the People's Committee of Can Tho City said that he had reviewed '66 people' under the authority of the Chairman of the City People's Committee; and under the authority of the department director, 'about a few hundred' people.

At the press conference providing periodic information for the third quarter of 2025 organized by the People's Committee of Can Tho City on the afternoon of October 16, Chairman of the People's Committee of Can Tho City Truong Canh Tuyen informed about the implementation of Conclusion 138 of the Government Inspectorate on the inspection of planning work, implementation of construction planning, construction investment management and land management and use.

"We seriously implemented conclusion 138 and organized a review. Regarding the leaders under the authority of the Chairman of the City People's Committee, according to the policy of the Standing Committee of the City Party Committee, we organized a review of 66 officials.

The remaining department directors also presided over many reviews, about several hundred in total. The forms included warnings, reprimands, criticisms, and experience-based reviews.

The Government Inspectorate also requested a review of all projects. We have reviewed all 51 projects and have now completed the review, and the analysis by group has basically been completed. We plan to submit it to the City Party Committee for approval of plans and solutions for implementation in the coming time," Mr. Tuyen informed.

Previously, in April 2025, the Government Inspectorate concluded 138, pointing out many violations in Can Tho city such as: the organization of contractor selection in some projects is still limited, not in accordance with regulations, and needs to be corrected, such as the investor selecting contractors before the contractor selection plan is approved; there are bidding documents stating a number of conditions that are not included in the provisions of the law on bidding...

Regarding land management and use, the Government Inspectorate concluded that the former director of the Department of Natural Resources and Environment issued 2,051 land use right certificates to 23 economic organizations implementing 26 projects with long-term land use, which is a violation of the 2013 Land Law.

In particular, the fact that the Thot Not Industrial Park Infrastructure Construction Center has not been leased land by the Can Tho City People's Committee in Thot Not Industrial Park (phase 3), has not invested in building the industrial park's infrastructure, but has signed a land sublease contract with a one-time payment for the entire lease term with an area of ​​7.01 hectares is a violation of the Land Law and many related decrees. The Government Inspectorate has transferred these violations to the investigation agency.

In addition, the People's Committee of Can Tho City and the city's functional agencies have not promptly urged and recovered the 20% land fund for social housing for 3 investment projects as prescribed, equivalent to a total area of ​​1.84 hectares...

The Government Inspectorate believes that the violations pointed out by this unit, if not promptly detected, could cause a loss of more than 213 billion VND to the state budget. From there, the Government Inspectorate recommends that the Prime Minister direct the review and handling of responsibilities for collectives and individuals leading Can Tho city in relevant periods; at the same time, it recommends that the People's Committee of Can Tho city and the Chairman of the People's Committee of Can Tho city handle issues within their authority.
