
Accordingly, the Dao Nghia - Quang Khe road project phase 2 (project) is one of the key projects of Dak Nong province (old), now Lam Dong province. This is one of three major transport infrastructure projects approved by the Prime Minister to be implemented in Dak Nong province in June 2010. In the approval decision in August 2021 of the Dak Nong Provincial People's Committee, the project has a total investment of 830 billion VND. Of which, the central budget is 750 billion VND, the rest is the local budget. The investor is the Management Board of Construction Investment Projects No. 3, Lam Dong province (before the merger was the Management Board of Construction Investment Projects of Dak Nong province).
According to Conclusion No. 09/KL-TTr dated October 10, 2025 of Lam Dong Provincial Inspectorate, the project implementation process had many errors and weaknesses from the survey, project design, compensation, site clearance and construction process.
Specifically, the consulting unit, Truong Son Consulting Joint Stock Company (headquartered in Hanoi), did not fully perform the work related to the project section passing through three construction stone quarries in the administrative boundary of Dak Nia commune, Gia Nghia city, Dak Nong province (old), now Dong Gia Nghia ward, Lam Dong province. The consulting unit did not fully assess the current situation nor fully review and compare the planning, leading to the project progress being extended by more than 40 months compared to the original plan.

The preparation, survey, and approval of the construction drawing design were also determined to have many shortcomings and violations, and the responsible units were Truong Son Consulting Joint Stock Company and Minh Phat Dak Nong Company Limited (headquartered in Lam Dong). In particular, the route of the project through Gia Nghia city, Dak Nong province (old) was not consistent with the general urban planning of Gia Nghia approved by competent authorities. This content violated the provisions of the Construction Law, the Urban Planning Law, and many related regulations... The estimate and determination of the earth fill mine for the project were also determined to be inconsistent with the provisions of the Mineral Law. More notably, according to the inspection conclusion, the investor had not yet conducted an environmental impact assessment of the project but had submitted the construction drawing design for appraisal and approval.
Regarding compensation and site clearance, the investigation conclusion determined that the investor was slow and did not promptly urge and check the measurement of the land plot map to serve the project site clearance. The investigation and survey work still had many limitations and errors, leading to many adjustments, including a case where adjustments were requested after 458 days. The declaration and counting of land and crops, determination of land origin, specific land valuation as a basis for calculating compensation, and development of resettlement plans also had many delays and errors, leading to slow progress.
Regarding the process of relocating technical infrastructure and project construction, the Inspection Conclusion confirmed that the investor handed over the site and announced the commencement of construction when the site was not yet available for three packages. This violated the Construction Law and many related regulations. The division of the ratio for contractors in package No. 17 (with a total investment of more than 161 billion VND) was not in accordance with regulations. Specifically, the three companies in the joint venture include: Saigon Construction and Trading Company Limited (headquartered in Dak Lak province, ratio 50.4%); Kon Tum Construction Company Limited No. 6 (headquartered in Quang Ngai province, ratio 14.5%); and Tan Truong Phat Company Limited (subcontractor, headquartered in Lam Dong province, ratio 35%).
Also according to the Conclusion of Lam Dong Provincial Inspectorate, in addition to the above-mentioned weaknesses and errors, the project's slow progress is partly due to many objective problems related to planning; land acquisition; overlapping mineral planning; steep terrain conditions... Besides, the investor also has many shortcomings and subjective errors, especially in the contents of environmental impact assessment, consideration of planning suitability, compensation and site clearance...

To speed up the project's progress and early completion, Lam Dong Provincial Inspectorate recommends that Lam Dong Provincial People's Committee direct the investor to coordinate with relevant agencies, units and local authorities to urgently remove remaining difficulties and obstacles to complete the construction, construction and disbursement of investment capital. Contractors are required to urgently implement construction on areas that have been handed over, complete the items by the end of December 2025, otherwise, the case will be handled according to contract regulations and the advance payment will be recovered.
Lam Dong Provincial Inspectorate recommends that Lam Dong Provincial People's Committee direct the investor and related units, local authorities to organize inspections, take appropriate disciplinary actions according to their authority against the collectives and individuals who have committed violations and errors as stated in the inspection conclusion. At the same time, assign Lam Dong Department of Home Affairs to organize inspections, take appropriate disciplinary actions against the investor and related individuals, especially the contents of site clearance and preparation and approval of construction drawings - estimates with many violations.
The Dao Nghia – Quang Khe road project phase 2 has a route length of about 25.77km, passing through Kien Duc and Nhan Co communes and Dong Gia Nghia ward, Lam Dong province.
