Speaking at the press conference "Vietnam Card Day 2025", Mr. Pham Anh Tuan - Director of the Payment Department, State Bank of Vietnam said that recently, the State Bank has collected about 600,000 accounts that may be suspected of being involved in fraudulent activities.

“A person opens many different accounts, has suspicious transaction behavior; an account generates too many transactions in a day, not suitable for the account capacity…”, Mr. Pham Anh Tuan gave an example of behavior that shows signs of fraud.

According to the Director of the Payment Department, fraudulent and deceptive acts are becoming more and more sophisticated. Therefore, in the regulations, the State Bank has required service providers to have procedures to prevent, stop, and warn against fraudulent and deceptive acts. The State Bank has also issued a series of Circulars, of which, in 2024 alone, there were 7 Circulars on the fields of payment, accounts, cards, and e-wallets.

“Through monitoring, most service providers have strictly complied with the regulations of the State Bank. At the same time, the State Bank also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent activities,” said Mr. Pham Anh Tuan.

The Director of the Payment Department added that after the accounts related to individuals involved in fraud were banned, many subjects switched to accounts of organizations. Regarding this issue, the State Bank is amending relevant regulations to ensure security, safety, and prevent fraud.

Regarding “Vietnam Card Day 2025”, this year the event has the theme “One touch - Ten thousand trusts”. This is the 5th consecutive year the event has been held.

According to the Director of the Payment Department Pham Anh Tuan, the Vietnam Card Day 2025 event is an opportunity to recognize the achievements and implementation results of digital transformation and cashless payments of the banking industry, aiming to implement the goals and tasks of applying science and technology, digital transformation, and reforming administrative procedures in the Resolutions of the Politburo ....

At the same time, it demonstrates the companionship of the banking industry in developing the digital ecosystem of other industries and fields, aiming to bring convenient products to people and businesses, contributing to realizing the goal of developing the digital economy and digital society.

Nearly 90% of adults have a bank account

According to Mr. Pham Anh Tuan, 2025 is the final year of the implementation phase of the Project on developing non-cash payments in Vietnam in the period 2021-2025. After 4 years of implementation, the project has created an important foundation for the sustainable and inclusive development of digital payments.

Statistics show that the average growth rate in the number of non-cash payment transactions is over 62% per year. By the end of 2024, the percentage of adults with bank accounts will reach 86.97%.

In the first 7 months of 2025 compared to the same period in 2024, non-cash payment transactions increased by 44.4% in quantity and 25.04% in value. Notably, transactions via QR Code increased by 66.73% in quantity and 159.58% in value.

By the end of July 2025, the market had 20,932 ATMs; 829,308 POS; 156.47 million cards in circulation. In the first 7 months of 2025 compared to the same period in 2024, ATM transactions continued to decrease by 15.83% in quantity and 4.97% in value, showing that people's demand for payment and cash withdrawal is on a downward trend and is being replaced by non-cash payment methods and habits.

Speaking at the event, Mr. Nguyen Quang Minh, General Director of the National Payment Corporation of Vietnam (NAPAS), the co-organizer of the event, said that in the context of the strongly developing digital economy, electronic payment activities in Vietnam have made great strides.

We are witnessing a clear shift from cash to modern payment methods: contactless card payments, mobile payments, QR code scanning.

In particular, the expansion of cross-border payment connections in a number of countries also contributes to building a comprehensive digital payment ecosystem, where users can experience seamless, convenient and safe financial services — whether at home or when traveling abroad.

- Concert Touch Vietnam - For the first time within the framework of Vietnam Card Day 2025 - Wave Festival is scheduled to take place at 6:00 p.m. on October 19, 2025 at Hanoi University of Science and Technology Stadium.
