At the press conference on Vietnam Card Day 2025 organized by Tien Phong newspaper in collaboration with the National Payment Corporation of Vietnam (NAPAS) on September 26, Mr. Pham Anh Tuan, Director of the Payment Department (State Bank), emphasized that in recent times, the State Bank has issued a series of circulars, of which, in 2024 alone, there are 7 circulars on the fields of payment, accounts, cards, and e-wallets.
This unit also required service providers to have procedures to prevent, stop, and warn of fraudulent and deceptive behavior.
Through monitoring, the State Bank found that most service providers have strictly complied with the regulations. In addition, the State Bank also has regulations on organizations to review and send lists of cards and accounts that may be suspected of being involved in fraudulent activities. For example, a person opens many different accounts, has suspicious transaction behavior; an account generates too many transactions per day, not suitable for the account capacity...
According to the Director of the Payment Department, based on the prescribed criteria, organizations make a list and send it to the State Bank. The State Bank has collected about 600,000 accounts related to the above issues. From this list, through the pilot implementation for banks, as of early September, this unit has helped warn nearly 300,000 customers to stop transactions with a total amount of about 1,500 billion VND.
“With the new tool, we believe that when customers transfer money, if there is a warning, it will help customers decide whether to transfer money or not,” said Mr. Tuan.
The Director of the Payment Department also stated that, after the accounts related to individuals with fraudulent behavior were banned, many subjects have switched to organizational accounts. Regarding this issue, the State Bank is also amending related regulations to ensure safety, security, and prevent fraudulent behavior.

Regarding solutions to support and promote business households in digital payments, Mr. Nguyen Quang Hung, Chairman of the Board of Directors of NAPAS, said that in addition to traditional payment methods, NAPAS is developing new payment solutions with mobile devices, low cost, easy to install, helping payment acceptance units to deploy more conveniently.
Responding to Dan Tri reporter's question about how to overcome the barrier to people's card payments, which is the payment acceptance network is not yet widespread when POS machines (card-swiping supported point-of-sale machines) are usually only available in large stores, supermarkets, chain business models, etc., NAPAS representative said that this unit has deployed a digital solution for card payment acceptance devices - SoftPOS (payment integrated with contactless payment technology).
Businesses can utilize their Android-based smartphones to become traditional card payment acceptance devices (POS). This solution helps businesses save on investment costs and optimize business operations by eliminating the need to purchase or rent traditional POS devices. Therefore, the solution is suitable for payment acceptance points that are small retail stores, due to its low cost.
NAPAS is cooperating with 6 banks to provide this solution to business units.
