Responding to the question of delegate Duy Hoang Duong, Director of Hanoi City Police Nguyen Hai Trung said that this is a hot issue not only in Hanoi but also in the whole country. Regarding the implementation of Resolution 05/NQ-HDND dated July 16, 2022 of the City People's Council, immediately after the resolution, the unit conducted a review of more than 2,980 establishments that did not ensure fire safety conditions, showing that 2,971 establishments committed to the implementation schedule; 2,963 establishments developed implementation plans; 2,935 establishments were approved by the District People's Committee to commit to the implementation plan; 735 establishments have established budget estimates; 146 establishments have prepared design documents...

Regarding existing problems and limitations, currently, 2 districts have not completed urging the establishments to develop a commitment plan according to the roadmap; 3 districts have not completed approving the commitment plan for the implementation roadmap of the establishments; 20 districts have not completed urging the establishments to survey the general implementation costs; some districts have let facilities in the management area miss out.

Compared to the city's target of completing the correction of at least 70% of facilities (equivalent to 2,086 facilities) in 2024, only 91 facilities have completed the correction of existing problems and limitations in fire prevention and fighting, so it is likely that the units will not complete the city's target.

Explaining the cause, Director of Hanoi City Police Nguyen Hai Trung said that there are many subjective and objective reasons for this issue, in which the subjective reason is that some People's Committees of districts, towns and cities have not really paid attention; the coordination with departments, branches and sectors is not close; some heads of establishments have not properly understood the role of fire prevention and fighting work; and have not paid attention to fire prevention and fighting work.

"There are many difficulties and obstacles in this work. Recently, the City People's Council has paid much attention to this work and the issuance of the Resolution on Fire Prevention and Fighting at the meeting has contributed to resolving the current limitations in fire prevention and fighting work" - the Director of the City Police Department stated.

Regarding the direction in the coming time, Director of Hanoi City Police Nguyen Hai Trung said that for units that have not completed the work of urging establishments to build a roadmap commitment plan and establish an estimate of implementation costs, it is necessary to urgently complete it; District People's Committees approve the roadmap commitment plan of 100% of establishments under their management. In particular, Hanoi City departments, branches and district People's Committees must direct the immediate overcoming of shortcomings and limitations in fire prevention and fighting and search and rescue work of establishments, units and units under their management.

At the same time, proactively review the progress of overcoming the existing problems of the facilities to guide the facilities to implement. For facilities that have committed to completing in 2023 but have not yet fulfilled their commitments, they must work to request the facilities to properly implement them. For the Department of Finance, continue to guide and urge the city's departments and branches to implement the resolution according to their management functions, use the city's budget to make estimates, and overcome the existing problems in fire prevention and fighting according to the resolution.

The Department of Construction continues to preside over and coordinate with the People's Committees of districts, towns and cities to conduct a general inspection, review and inventory of old apartment buildings that are subject to adjustment under the resolution but have not yet been included in the list of projects to renovate and rebuild old apartment buildings in the city.

Regarding the implementation of Resolution 26-NQ/HDND TP of the City People's Council related to the target of 100% of households being equipped with fire extinguishers and 100% having a second escape route, Director of Hanoi City Police Nguyen Hai Trung said that up to now, 1,481,237 households have equipped themselves with fire extinguishers (reaching 86.43%); 75.3% of households have opened a second escape route; 13/30 districts have not completed the task of households opening a second escape route; and 20 units have not ensured that 100% of households are equipped with portable fire extinguishers.

The reason is that the number of households is very large, along with that some authorities have not really paid attention to directing, have not proactively performed the functions and tasks of State management on fire prevention and fighting according to their authority, but consider this work to be the sole responsibility of the police force. At the same time, the awareness and consciousness of fire prevention and fighting of a number of heads of establishments and householders are still subjective, putting the goal of economic production and benefits above all, not paying attention to ensuring fire prevention and fighting safety; infrastructure planning has not met the requirements compared to socio-economic development, there are many small alleys and small streets, so fire trucks cannot access the water supply system to serve fire fighting work.

Regarding the purchase of fire extinguishers, the Director of Hanoi City Police said that currently, the rate of households that have not equipped themselves is relatively high, and in the coming time, it is necessary to continue to urge this.

"It is very difficult for families to equip themselves with fire extinguishers because many households do not have enough to eat, so we suggest that if wards and communes have the conditions, they should buy them in advance, distribute them to households, and then socialize them," said Nguyen Hai Trung, Director of Hanoi City Police.

Enhance responsibility in performing public duties

Concluding the questioning session on the implementation of discipline, order and responsibility in performing public duties at state agencies in the city, Chairman of the City People's Council Nguyen Ngoc Tuan said that 29 delegates had raised questions and debated. Participating in the questioning session were the Vice Chairman of the City People's Committee, Directors of Departments, branches and Chairmen of People's Committees of districts and 2 Directors of Project Management Boards.

Through the questioning, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan made a number of conclusions. Specifically, strengthening discipline and order; enhancing responsibility in performing public duties at state agencies is very important, especially for the capital Hanoi. Determining that meaning, in recent years, the City has identified the theme as: "Discipline, responsibility, action, creativity, development". On August 7, 2023, the Standing Committee of the Hanoi Party Committee issued Directive No. 24-CT/2023/TU on "Strengthening discipline and responsibility in handling work in the political system of Hanoi City", thereby creating a fundamental change in the awareness and actions of Party committees, authorities, and political systems from the City to the grassroots, which has initially brought about positive results.

However, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan also said that, in addition to the achieved results, through the supervision of the City People's Council and through the questions of the City People's Council delegates, it can be seen that there are still some shortcomings and limitations, such as: The promulgation of regulations, development and implementation of work programs, assignment of tasks, inspection and urging of the implementation of tasks at some agencies and units are not clear, not resolute and not effective.

Administrative reform, including the improvement of the Provincial Competitiveness Index (PCI) and the Provincial Public Administration Performance Index (PAPI), has not met the requirements and is on a downward trend. Some administrative procedures, internal processes, norms and unit prices are still slow to be issued. There are still cases of overdue administrative procedure files and the results have not met the requirements of the people and businesses.

Consulting and proposing to the People's Council and People's Committee to issue mechanisms and policies of the city is still slow; many contents have to be postponed or delayed, and the quality of documents is not guaranteed.

The implementation of resolutions and conclusions of supervision by the People's Council and the Standing Committee of the City People's Council in some units and localities is not serious and effective. Some contents are supervised and re-supervised but the progress is slow, the committed progress is not guaranteed, and the implementation is not effective. Some recommendations of voters are well-founded but have not been resolved completely and thoroughly.

Coordination among a number of departments, branches, districts, towns and cities is still lacking in closeness and effectiveness, especially in removing obstacles and difficulties, and solving difficult and complicated problems.

There are still a number of cadres, civil servants and public employees who have not seriously implemented discipline, order, internal rules and regulations; there is a lack of responsibility, avoidance, shirking, giving "roundabout" advice, unclear viewpoints, a "backward" mentality and not doing anything.

Based on the questions of the Hanoi People's Council and the responses of the Hanoi People's Committee, departments, branches, and People's Committees of districts, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested the Hanoi People's Committee and Chairman of the Hanoi People's Committee to direct: fully absorb the opinions of the City People's Council delegates and develop a plan to overcome the shortcomings and limitations that have been pointed out. Review all the assigned tasks according to the direction of the Central Government, the National Assembly, the Government, the Prime Minister, the City Party Committee, the requirements after supervision, questions, and explanations of the People's Council and the Standing Committee of the City People's Council to direct the implementation to ensure quality and progress.

The specific conclusions on this group of questions will be compiled and submitted to the City People's Council to issue a Resolution for the question session.
