According to the regulations, the participants of the Congress are citizens of the Capital who have registered permanent or temporary residence for 12 months or more up to the time of competition in the city of Hanoi , and are healthy enough to participate in the competition. Each athlete can only compete for one unit during the entire Congress; is an athlete who does not receive allowances from the industry, does not win medals at youth championships (youth; age groups), national and international championships.

Subjects not allowed to participate include: Athletes who are receiving professional athlete training allowances in all sports (including athletes who have stopped receiving allowances from the Department of Culture and Sports, Police, National Defense, Education and Training, enterprises and Sports Training Centers of all sectors within 24 months from the time of the competition); athletes who have won medals at youth championships (youth; age groups), national and international championships; students at Universities of Physical Education and Sports, Colleges, and Pedagogical Universities majoring in physical education. Units register and submit applications for each sport at the Department of Physical Education and Sports Management - Hanoi Department of Culture and Sports (No. 47 Hang Dau, Hoan Kiem Ward, Hanoi).

The opening ceremony of the Capital Sports Festival will be held on November 15, 2025 at the Hanoi Athletics Palace. The festival will last for 15 days and will feature 25 sports including: Swimming, athletics, table tennis, football, volleyball, basketball, shuttlecock, badminton, wrestling, tennis, karate, wushu, traditional martial arts, taekwondo, calisthenics, e-sports, chess, Chinese chess, dance sports, pencak silat, vovinam, roller sports, billiards & snooker, tug of war, aerobics.

Some localities have been assigned to host competitions at the City-level Congress, such as the People's Committee of Ha Dong Ward: chess, Chinese chess; the People's Committee of Ngoc Ha Ward: electronic sports, dance sports; the People's Committee of Cau Giay Ward: badminton, table tennis, wushu; the People's Committee of Phu Dien Ward: pencaksilat; the People's Committee of Tuong Mai Ward: tug of war...

The Hanoi People's Committee assigned the Hanoi Department of Culture and Sports to be the standing unit, providing comprehensive advice on the organization of the 11th Capital Sports Festival; developing and promulgating the Regulations of the Festival. Presiding over and coordinating with relevant units to organize sports competitions of the City-level Festival. Focusing on training Hanoi sports teams to participate in competitions in the 10th National Sports Festival program.

The People's Committees of wards and communes are responsible for coordinating with relevant City departments and branches to implement the organization and competition contents according to the regulations of the Congress. Widely propagate to all classes of people about the meaning and purpose of the Congress in many forms, with rich, diverse and attractive content. In addition, speed up the progress of urban renovation, street decoration according to regulations, ensuring a green - clean - beautiful area throughout the Congress. The Congress closing ceremony will be held on December 16, 2025 at the Cultural House - Hanoi Sports Training and Competition Center.
