Building an honest apparatus
The 13th National Party Congress determined the motto: "Resolutely and persistently fight, prevent and repel corruption and negativity". Implementing the Resolution of the Congress, the Central Steering Committee on preventing and combating corruption and negativity, headed by the General Secretary, has directed consistently and consistently from the beginning of the term. The work of preventing and combating corruption is like "fighting internal invaders", which needs to be carried out resolutely, persistently, continuously, persistently, "without stopping" at all levels, sectors and fields; implementing synchronous political , ideological, organizational, administrative, economic and criminal measures; with firm, proactive, focused and key steps.
Clearly defining its role and position as the Capital, Hanoi has been an exemplary leader in implementing the Central Government's policies and guidelines on preventing and combating corruption, waste and negativity. The issuance of one of the 10 full-term work programs on this field at the beginning of the term shows that the awareness of responsibility has been transformed into action. The Secretary of the City Party Committee directly serves as the Head of the Program Steering Committee.
After the Central Government directed provinces and cities to establish provincial Steering Committees on anti-corruption and anti-negativity following the model of the Central Steering Committee (at the 5th Conference of the 13th Central Executive Committee), the Hanoi Party Committee was the first unit to establish a Steering Committee headed by the Secretary of the City Party Committee. The 5 Deputy Heads of the Committee include: Standing Deputy Secretary of the City Party Committee, Chairman of the City Party Committee's Inspection Committee, Head of the City Party Committee's Organization Committee, Head of the City Party Committee's Internal Affairs Committee (Standing Deputy Head) and Director of the City Police.
The Steering Committee not only fully performs its functions as prescribed by the Secretariat, but also directly directs the implementation of Program No. 10-CTr/TU.
Since its establishment, the Steering Committee has put dozens of cases and incidents under surveillance. Through close leadership and direction, the Committee has promoted the progress of investigation and prosecution, quickly brought cases to light, and strictly handled organizations and individuals who violated the law. In 2024 alone, the Steering Committee monitored 54 cases and incidents; by the end of the year, 46 cases had been completely resolved and removed from surveillance. In the first 6 months of 2025, it continued to monitor 24 cases, and by the meeting at the end of July 2025, 20 cases had been removed from surveillance.
Thanks to their high efficiency in performing their duties, Hanoi's judicial agencies have also been trusted by the Central Government to conduct first-instance trials and exercise the right to prosecute a number of major cases, such as: Viet A, Tan Hoang Minh, FLC...
Determined to create strong changes in waste prevention and control work, the city has established a Steering Committee to implement waste prevention and control measures, headed by the Chairman of the City People's Committee.
Hanoi is one of the first localities to develop and implement the Project "Management, use and effective exploitation of public assets of Hanoi city in the period 2022-2025, orientation for the period 2026-2030". The project defines the scope of 4 groups of public assets: Houses, land, infrastructure assets, and other assets.
After only one year of implementation, Hanoi has become a bright spot in the fight against waste with outstanding results, such as: Arranging and handling 10,427 housing and land facilities; recovering the area of housing and land that needs to be handed over to the city for management (the area fund of the first floor of commercial apartment buildings, the temporary housing fund...); recovering the area of housing and land used for the wrong purpose or in violation to develop a plan for exploitation and handling according to regulations...
Notably, the city has reviewed and made a list of 829 projects using land that are slow to be implemented to direct inspection, examination, supervision, and urging to remove difficulties and obstacles. A typical example is the removal of existing problems in two park construction projects (Astronomy Park and Guitar Park in Duong Noi Urban Area, Ha Dong District), which have now been completed and put into use, and have been recognized and highly appreciated by public opinion and people.
Creating a sustainable foundation
It can be said that Program No. 10-CTr/TU, together with the determination and methodical and fundamental direction of the City Party Committee and the Standing Committee of the Hanoi City Party Committee in preventing and combating corruption, waste and negativity, has contributed to protecting justice, spreading the spirit of "rule of law"; creating motivation to propagate and educate the lifestyle of voluntarily complying with the law in the community.
Facing the new term 2025-2030, with the spirit of innovation and development, the Document of the 18th City Party Congress clearly defined the task: "Resolutely and persistently prevent and combat corruption, waste, and negativity; closely combine active prevention with proactive detection, strict and timely handling of acts of corruption, waste, and negativity; no forbidden zones, no exceptions; minimize violations of the law by cadres and party members".
In the context of accelerating economic development and deep international integration, the challenges in preventing and combating corruption, waste and negativity will become increasingly greater. However, Hanoi has accumulated valuable lessons in implementing Program No. 10-CTr/TU.
One of the important lessons is: Along with clearly identifying the focus and key points, it is necessary to synchronously deploy solutions, mobilize the participation of the entire political system under the unified leadership of the Party Committee; promote the role of the leader. The work of preventing and combating corruption, waste and negativity is carried out in conjunction with Party and political system building, in which the focus is on improving the quality of the staff.
Every year, the City Party Committee identifies the working theme with the focus on "Discipline, responsibility, action, creativity, development". During the term, the City Party Committee issued Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi city", identifying 25 manifestations of shirking, avoiding, and fear of responsibility as the basis for inspection, supervision and disciplinary action. The city also innovated the work of evaluating cadres, overcoming the situation of equalization.
In particular, Hanoi is a pioneer in digital transformation, applying information technology to administrative reform, piloting the construction of a one-level public administrative service center model to promote efficiency, contributing to building a team of honest and professional officials and civil servants, creating an open and transparent administrative environment, taking people's satisfaction as a "measure". This is not only a preventive solution from the root, meaningful in the short term, but also creates a sustainable foundation for the work of preventing and combating corruption, waste and negativity in the long term.
With high political determination, drastic and methodical actions, Hanoi affirms its pioneering role in building a culture of integrity, preventing and combating corruption and waste. Program No. 10-CTr/TU not only contributes to improving the effectiveness and efficiency of state management but also strengthens people's trust in the leadership of the Party Committee and the government of the capital.
