
Accordingly, the project is managed by the People's Committee of Vinh Long province, invested by the Vinh Long Provincial Transport Project Management Board, and funded by the Asian Development Bank (ADB). The project aims to expand the development space towards the sea, connect and promote the development of fisheries , tourism, energy, and industry; improve the efficiency of exploiting marine resources, attract investment, and shift the economic structure towards green, sustainable, and climate change adaptive.
The project has a total route length of 60.7km, including the construction of 56.1km of new level III plain road, 11m wide road surface, 12m roadbed, some sections expanded to 4 lanes; construction of Cua Cung Hau bridge 4.6km long. The route passes through the communes of Long Hoa, My Long, Cau Ngang, Hiep My, Ngu Lac, Long Huu, Nhi Truong, Long Hiep, Tap Son, Hung Hoa and Duyen Hai ward.
The project has been approved by the Prime Minister in Decision No. 168/QD-TTg dated February 7, 2024, and the Provincial People's Council has approved the investment policy in Resolution No. 14/NQ-HDND dated April 3, 2025. Currently, the feasibility study report has been basically completed, prepared for appraisal, as a basis for approval in the fourth quarter of 2025. It is expected that the Loan Agreement with ADB will be signed in the second quarter of 2026 and construction will begin in the third quarter of 2026.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Truc Son thanked ADB for its support and affirmed that the province will continue to direct strongly, coordinate closely with ADB, speed up progress, ensure the project is implemented according to the plan, contributing to the socio-economic development of coastal areas.
