On the morning of October 18, the Central Internal Affairs Committee held a workshop to contribute comments on the draft thematic report "The fight against corruption and negativity over 40 years of implementing the renovation process".
At the workshop, Mr. Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission, Standing Deputy Head of the Central Steering Committee on Anti-Corruption and Negative Practices, Standing Deputy Head of the Central Steering Committee for Judicial Reform emphasized that over 40 years of innovation, especially in the last 10 years, since the establishment of the Central Steering Committee on Anti-Corruption and Negative Practices, with the General Secretary as Head of the Steering Committee, up to now, the work of preventing and combating corruption and negative practices has been led and directed vigorously and resolutely, creating new progress in both awareness and theory, as well as in the work of preventing, detecting and handling corruption and negative practices.
The workshop was organized by the Central Internal Affairs Committee to contribute opinions to the Thematic Report summarizing a number of theoretical and practical issues on the work of preventing and combating corruption and negativity over 40 years of implementing the renovation process, aiming to study, absorb and complete the Report, as a basis for advising and proposing contents on the work of preventing and combating corruption and negativity in the Documents of the 14th National Party Congress.
The Head of the Central Internal Affairs Commission requested the delegates attending the Workshop to exchange and give frank and concise comments, focusing on clearly, deeply and scientifically explaining theoretical issues on the Party's work of preventing and combating corruption and negativity over 40 years of renovation. Especially clarifying the new and creative steps in the Party's perception and theoretical thinking on this work; issues that need to be further studied and the theory on the work of preventing and combating corruption and negativity of our Party needs to be improved.
This is an issue that General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on Anti-Corruption and Negative Behavior, is very concerned about. He has repeatedly directed that a theoretical system on anti-corruption and negative behavior in Vietnam must be researched and built.

“Are the achievements, results, limitations, difficulties, obstacles, causes and lessons learned in the draft Report complete and comprehensive? The issues raised in the current work of preventing and combating corruption and negativity. Especially the issues raised through the handling of recent complicated and serious corruption and negativity cases and incidents. Why have we recently fought corruption fiercely, strictly handled many officials and party members who violated the law, including high-ranking officials, both incumbent and retired, without any forbidden areas or exceptions, but many major corruption and negativity cases still occurred, causing public outrage? The situation is that a number of officials avoid, push things away, are afraid of making mistakes, and do not dare to do anything,” Mr. Phan Dinh Trac emphasized.
Regarding the model of specialized agencies and units to fight corruption; handling assets and additional income that those who are obliged to declare cannot reasonably explain their origin; controlling assets of the whole society. What are the breakthrough factors and solutions to ensure the synchronization of tasks and solutions towards the goal of "four no's" in the fight against corruption and negativity and international experiences that can be applied to Vietnam's practice..., Mr. Phan Dinh Trac clearly stated.
At the Workshop, 15 comments focused on deepening many contents in the Draft Report, such as: Assessing the current situation and issues arising in the work of preventing and combating corruption and negativity; tasks and solutions that need to be focused on to achieve the "four no's" in preventing and combating corruption and negativity; issues arising in Party discipline work in preventing and combating corruption and negativity over 40 years of innovation, especially in the last 10 years.
Delegates proposed and recommended the investigation and handling of corruption and negative cases; prevention and combat of corruption and negative cases in judicial activities; and recovery of corrupt assets.
Acknowledging and appreciating the quality of the comments presented at the Workshop, the Head of the Central Internal Affairs Committee fully accepted the comments to serve as a basis for completing and improving the quality of the Special Report. At the same time, he requested that experts, scientists and practitioners continue to research and contribute to the draft Special Report "The fight against corruption and negativity over 40 years of implementing the renovation process".
