On September 17, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the National Conference on Promoting Public Investment in 2025 (3rd time). The conference was connected online from the Government Headquarters to provinces and centrally run cities.

Prime Minister Pham Minh Chinh stated that public investment disbursement in 2025 has made much progress. In the past 8 months, the whole country disbursed 409 trillion VND in public investment capital, reaching 46.3% of the plan assigned by the Prime Minister, an increase of 5.9% in proportion and an increase of nearly 135.3 trillion VND in absolute number compared to the same period in 2024.
There are 9 ministries, central agencies and 22 localities with estimated disbursement rates above the national average... However, there are still bottlenecks and bottlenecks, and a gap compared to the requirements.
The Prime Minister requested ministries, agencies and localities to continue to thoroughly grasp and firmly implement the goals of stabilizing the macro economy, controlling inflation, promoting growth and ensuring major balances of the economy. In particular, monetary policy and fiscal policy must coordinate synchronously, smoothly, support and complement each other and focus on development creation. In fiscal policy, the Prime Minister clearly stated that it is necessary to continue to exempt and reduce taxes, fees and charges and promote public investment disbursement, striving to achieve a public investment disbursement rate of 100% in 2025.
The Head of the Government emphasized that the requirement is to promote public investment more strongly, more drastically, more effectively, improve the quality of public investment, prevent corruption, negativity, and waste; promote the role of growth engine, public investment capital is the capital to activate, lead, and mobilize all social resources, contributing to promoting growth, creating jobs, livelihoods, and improving people's material and spiritual life; must change old thinking, ways of thinking, and ways of doing, not allowing stagnation; disburse public investment into the general flow and momentum, create new trends and motivations, promote the patriotic emulation movement, build and develop the country, and achieve the goals set for 2025, the entire 2021-2025 term, and the two 100-year strategic goals.

The Prime Minister criticized and requested ministries, central and local agencies with low public investment disbursement rates to review and learn from experience, clarify the responsibilities of relevant collectives and individuals, and on that basis propose appropriate solutions to promote disbursement in the coming time, in which public investment disbursement results are determined as a criterion for evaluating officials and work results.
Analyzing the causes of existing problems and limitations; stating lessons learned, the Prime Minister requested ministries, central and local agencies to urgently review and evaluate the disbursement situation for each project; classify projects according to disbursement level, thereby building a specific disbursement schedule for each month and quarter and having specific and appropriate solutions to promote disbursement to achieve the set targets.
Urgently allocate 38.4 trillion VND of the capital plan assigned by the Prime Minister. Propose adjustments to the 2025 public investment capital plan of ministries, central agencies and localities (if any), and send them to the Ministry of Finance before September 20, 2025.

Strictly handle investors, project management boards, and contractors who deliberately cause difficulties and hinder the progress of capital allocation and disbursement; promptly review and handle weak and negative officials who do not complete assigned tasks. Focus on developing, promulgating or submitting to competent authorities for promulgation legal documents and guidelines related to public investment disbursement, especially with newly passed laws. Timely report, propose, and recommend handling of difficulties and problems beyond authority.
The Prime Minister called for promoting the highest sense of responsibility in public investment disbursement, joining hands and unanimity to overcome difficulties and challenges, avoiding stagnation, "not having money but not being able to spend it"; choosing the right contractor with the requirement to fulfill commitments, building progress and monitoring weekly, promptly replacing substandard contractors. From there, promoting public investment disbursement, ensuring progress, efficiency, improving project quality, complying with regulations, processes and procedures, not allowing negativity, corruption and waste to occur.
