RESOLUTION NO. 57-NQ/TW - LEVERAGE TO PROMOTE LOCAL ECONOMIC GROWTH "Golden opportunity" for Thanh Hoa to realize its development goals

Along with the whole country, Thanh Hoa province is entering a new development phase - where science - technology, innovation and digital transformation become key driving forces in building digital government, digital economy and digital society. Resolution 57 of the Politburo with its "breakthrough" policies and mechanisms has become a "golden opportunity" for Thanh Hoa to realize its development goals.

Create strong changes in the fields

Immediately after Resolution 57 of the Politburo was issued, Thanh Hoa province made great efforts to take part, determined to spread the Resolution deeply and widely to increase the strength of science - technology, innovation, and digital transformation. Accordingly, Thanh Hoa issued Action Plan No. 266-KH/TU, which established 79 specific goals, 10 task groups, and deployed 233 projects. Along with that, a Provincial Steering Committee was established with the Provincial Party Secretary as the Head to resolutely and methodically implement the contents of the resolution. Thousands of cadres, party members, civil servants, and enterprises participated in online conferences to disseminate the resolution, contributing to raising awareness of the whole society about the role of science - technology, innovation, and digital transformation.

According to Director of the Department of Science and Technology Tran Duy Binh, thanks to the direct and drastic direction of the Provincial Party Secretary, 47/80 assigned tasks under Resolution 57 have been completed so far, with 33 tasks still being carried out. Thanh Hoa has completed the infrastructure system and information technology equipment from the provincial to the commune level to operate the 2-level local government apparatus before July 1, 2025. Accordingly, thousands of civil servants in 166 communes have been trained in technical operations to ensure work requirements. Through the online meeting system, departments and branches regularly synthesize and promptly remove obstacles and difficulties. Thanks to that, the 2-level local government operates effectively under the monitoring system of Resolution 57.

Currently, the whole province is providing 2,260 administrative procedures, 100% of which are updated on the National Public Service Portal and publicly posted at the headquarters of the Public Administration Service Centers at all levels; the rate of files resolved on time is 99.51%. Director of the Public Administration Service Center Nguyen Tuan Hoa shared: "The Center has coordinated with relevant units to upgrade the information system for handling administrative procedures in Thanh Hoa province to digitize business processes in the digital environment to ensure the reuse of information and data. As a result, Thanh Hoa ranked 5th nationwide in terms of the index of administration and service to people on the National Public Service Portal".

In addition to changes in the public administration, enterprises are also actively participating in the application of science and technology, innovation and comprehensive digital transformation. In 2025, telecommunications enterprises invested in and developed more than 300 new mobile information transmission stations, covering 99.7% of villages and hamlets with mobile information. There are 615 enterprises applying digital technology and 31 science and technology enterprises. Many pioneering enterprises apply artificial intelligence in production and business activities, bringing high efficiency.

Typically, Lam Son Sugarcane Joint Stock Company uses Smart Eye technology, an AI-based solution, combined with drone technology and IoT to continuously monitor nutrient levels and the emergence and damage of pests in raw sugarcane fields.

Nghi Son Economic Zone currently has 165 enterprises applying digital platforms and technologies in management, production and business activities, accounting for 33.5% of the total number of operating enterprises.

Building specific, breakthrough policies

It can be seen that the motivation from Resolution 57 and Plan 02 of the Central Government has "blown" a new wind to help businesses strongly transform from experience-based management thinking to data management, from traditional production and business to application of science and technology, innovation and digital transformation. In the state sector, agencies from the province to the grassroots have applied information technology in direction, operation, data-based management, processing of records in the electronic environment... Administrative government has given way to e-government to serve people and businesses.

Director of the Department of Science and Technology Tran Duy Binh affirmed that the rapid and strong implementation of the contents of Resolution 57 has contributed to building a two-level local government, promoting digital transformation, applying science and technology, innovation in production and business to promote economic growth, opening new production and business directions for enterprises, improving income and living standards of people. Currently, Thanh Hoa is focusing on investing in infrastructure and facilities at research institutes, universities and colleges to improve research capacity, application and commercialization of scientific and technological results. Implementing digital skills training programs for officials, civil servants and public employees; implementing a model of smart monitoring and operating centers; deploying smart digital platforms in industries and fields. At the same time, the province will continue to allocate budget for science and technology development, innovation and digital transformation, ensuring at least 1% of budget expenditure.

In particular, a number of mechanisms and policies to create breakthroughs for science and technology development, innovation and digital transformation are being researched and advised by specialized agencies to the Provincial People's Committee, such as: encouraging and creating favorable conditions for the private sector to access investment policies, science and technology development, innovation; building breakthrough policies for science and technology development, innovation and digital transformation; mechanisms and conditions for technology transfer, testing of new technologies, new business models (sandbox) with risk control; building and perfecting the Science and Technology Development Fund.

Following the content of Resolution 57, Thanh Hoa has set a goal by 2030 to be among the top 10 provinces and cities in the country in applying and transferring science and technology, innovation and digital transformation with potential in infrastructure, technological capacity, innovation of enterprises and in a number of industries and fields reaching regional, national and international levels; building Thanh Hoa into an industrial and modern province, with people having a higher standard of living than the national average; by 2045, science and technology, innovation and digital transformation will develop steadily, contributing to making Thanh Hoa a developed province with high income.

With its existing potential and strengths, along with high determination and drastic actions in implementing Resolution 57, Thanh Hoa is facing an opportunity to break through and become a dynamic growth pole of the Northern region in the new period.
