Phu Tho promotes startup and innovation ecosystem

Identifying science and technology, innovation and digital transformation as the “golden key” for development, Phu Tho province has issued many mechanisms and policies to promote the creative startup ecosystem with the goal of putting enterprises at the center; strengthening the connection between the state - enterprises - institutes - society. Thanks to that, startups are no longer a movement but have become a central task, spreading widely in the community.

Innovation is the “golden key” to development

Speaking at the National Conference on Breakthroughs in Science , Technology, Innovation and National Digital Transformation, General Secretary To Lam emphasized: Science, technology, innovation and digital transformation are the key driving force, the "golden key", the vital factor to overcome the middle-income trap and the risk of falling behind, turning our country into a developed, high-income country by 2045. However, developing science and technology and digital transformation are only "important means" to achieve the goal, while breakthroughs and innovations are the magical factors that create revolutionary leaps forward.

Implementing the Party's viewpoint, Phu Tho province has issued many mechanisms and policies to promote innovative startups. In particular, the Provincial People's Committee has approved the Plan "Supporting the Innovative Startup Ecosystem", assigning the Department of Science and Technology to preside over the implementation. Many support programs have been put into practice such as: technological innovation in small and medium enterprises; developing intellectual property, applying and transferring technology into production, improving the quality of goods, building incubators, co-working spaces; encouraging the establishment of a Science and Technology Development Fund in enterprises.

The Provincial People's Council issued Resolution No. 18 stipulating the content and expenditure levels to implement the Project "Supporting the national innovation and startup ecosystem" for the period 2021 - 2025; signed a coordination program with the Ministry of Science and Technology to form an innovation and startup center by 2025, with a vision to 2030; Action program No. 33-CTr/TU on implementing Resolution No. 57 of the Politburo, striving to perfect mechanisms and policies to promote the development of science, technology, innovation and digital transformation by 2030, allocating at least 3% of the total annual budget expenditure to this field, and at the same time forming a modern, concentrated technology research and application zone.

In addition, localities also promote the implementation of the Project on capacity building, development of a network of startup consultants; strengthen communication on creative startups, and connect with the National Innovative Startup Information Portal. Thanks to that, the startup movement is increasingly spreading widely, becoming part of the sustainable development strategy.

Towards becoming the Innovation Center of the midland region

Up to now, Phu Tho province has deployed hundreds of science and technology tasks, focusing on 8 key programs. At the same time, it has deployed a model to support and link the innovative startup ecosystem; supporting innovation activities at production facilities, cooperatives and enterprises.

The application of new technology has brought about remarkable results in the fields of healthcare, industry, information technology, digital transformation, social sciences and humanities, and environmental protection. Research results have provided important arguments for state management and development policy making. The innovative startup ecosystem has been clearly defined, linked to the startup network in the midlands and northern mountainous regions, gathering dozens of startups, experts, and investment funds. Many activities to search for and incubate innovative ideas, products, and projects have been organized, encouraging business models based on intellectual property and technology, contributing positively to socio-economic growth.

According to Director of the Department of Science and Technology Nguyen Minh Tuong, the merger of provincial administrative units opens up a wider development space, while also posing urgent requirements for innovation, application of science and technology and digital transformation in all fields. With advantages in resources, cultural heritage, tourism potential and location connecting the midland region with the capital Hanoi, Phu Tho has favorable conditions to become the innovation center of the region. This is an opportunity to effectively exploit young, high-quality human resources, form a creative ecosystem, improve competitiveness and create a driving force for sustainable development for the locality.

Based on the results achieved, Phu Tho determined to continue issuing policies, programs and projects to promote the startup ecosystem, create a favorable environment to attract investment, promote linkages and connections in the creative startup ecosystem. Phu Tho also focuses on building a favorable production and business environment, publicly and transparently disclosing orientations, planning and policies to support businesses; creating conditions for private enterprises to have equal access to development resources. At the same time, encourage universities, colleges and academies to equip students with skills and creative thinking, contributing to the formation of a generation of dynamic and innovative young entrepreneurs.

Identifying that innovation will be an important driving force to build an independent and self-reliant economy, responding to the National Innovation Day 2025 with the theme "Innovation for all people - Driving force for national development", the Department of Science and Technology of Phu Tho province has coordinated with departments and branches to organize many practical activities, focusing on enterprises; strengthening the connection between the state, enterprises, institutes, schools, investors and the community through digital platforms, creating favorable conditions for connecting the supply and demand of technology and experts, contributing to realizing the aspiration for sustainable development in the new period.

The Standing Committee of Phu Tho Provincial Party Committee has issued an Action Program to concretize the implementation of Resolution No. 57-NQ/TW. Accordingly, it clearly identifies 5 target groups and 7 key task groups for each period (2025 - 2030 - 2045). The target groups focus on: developing digital infrastructure; high-quality human resources; innovation ecosystem; applying science and technology in governance and comprehensive development of digital transformation.

The seven groups of tasks and solutions include: raising awareness and political determination; perfecting institutions and policies; increasing infrastructure investment; developing high-quality human resources; promoting digital transformation in the political system and sectors and fields; promoting science and technology activities; and enhancing regional and international cooperation and linkages.
