Proposing 10 localities to control the illegal import of livestock breeds

The localities sent this document include: Lao Cai, Quang Ninh, Lang Son, Tay Ninh, Long An , Hung Yen, Hai Duong, Cao Bang, Binh Phuoc, Bac Giang provinces.

The document clearly states that, in recent times, the situation of trading in livestock breeds and livestock products of unknown origin, poor quality, and smuggling from foreign countries into Vietnam is still continuing.

This has affected livestock development and disease control in livestock farming.

To urgently end the above situation, and at the same time implement Directive No. 29 dated December 6, 2023 of the Prime Minister on preventing smuggling and illegal transportation of animals and animal products; controlling epidemics well, developing sustainable livestock farming, ensuring food supply and Official Dispatch No. 12 on strengthening prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam, the Ministry of Agriculture and Rural Development requests the Chairmen of the People's Committees of the provinces to direct relevant agencies to resolutely and synchronously deploy a number of measures:

Continue to direct and seriously and effectively implement the Prime Minister 's direction on preventing, detecting and handling cases of transporting and trading smuggled livestock breeds and livestock products of unknown origin.

Strengthen inspection, control and prevention of illegal transportation and smuggling of livestock breeds and livestock products across the border into Vietnam, especially at border gates, trails and openings in border areas to promptly detect and strictly handle violations, and make recommendations to competent authorities on violations that need to be criminally handled according to the law.

Improve the effectiveness and efficiency of state management of livestock breeding production and trading establishments in the area.

Plan, allocate funds, organize inspections and audits of production and trading of livestock breeds to promptly detect and strictly handle violations according to regulations.

The police force is assigned to preside over and coordinate with relevant agencies and units to strengthen traffic control measures, promptly detect and strictly handle cases of transporting and trading smuggled livestock breeds and livestock breed products of unknown origin, which do not meet requirements for livestock breeds and livestock breed products circulating on the market according to the provisions of the law on animal husbandry and other relevant laws.

Strengthen information, propaganda and dissemination of legal regulations on production, purchase and sale of livestock breeds and livestock products; responsibilities of organizations and individuals, regulations on handling administrative and criminal violations to raise awareness, sense of law compliance and effectively carry out the fight against smuggling, production and purchase and sale of livestock breeds of unknown origin, poor quality; biosafety and disease-safety livestock farming processes.

The Ministry of Agriculture and Rural Development requests provincial leaders to pay attention and direct units to seriously and effectively implement the above contents.
