Regarding the exam question creation process, the Ministry of Education and Training has issued guidelines for the exam question creation process to ensure random selection of question combinations from the exam question bank for drafting, reviewing, and refining exam questions and answers; forms for each stage are reviewed and completed; and responsibilities of those participating in the Exam Question Creation Council are clearly defined.

This year, the Ministry of Education and Training continues to use the multiple-choice test scoring software version provided to the Departments of Education and Training in 2022.

In order to overcome some limitations in the use of multiple-choice test scoring software, the Ministry of Education and Training has trained and instructed the Departments of Education and Training to prepare information technology infrastructure, install and use it in accordance with regulations; and provided detailed training on the use of the software;
